박근혜 새누리당 대선 후보가 후보 확정 뒤 선보인 이른바 ‘국민통합 행보’는 정치적으로 매우 탁월한 선택이다. 최근 여론조사에서 박 후보 지지율이 뚜렷한 상승세를 보이는 것도 이런 행보에 힘입은 바 크다. 정치적 적대관계였던 김대중·노무현 전 대통령의 묘소를 방문한 것이나, 자신에게 독설을 퍼부은 김영삼 전 대통령을 예방한 것 등이 모두 유권자들에게 호감을 주고 있는 것이다.
문제는 박 후보의 이런 행보가 득표 전략 차원 이상의 진정성을 보여주지 못한다는 점이다. 엊그제 박 후보가 시도했다 무산된 전태일재단 방문 계획은 박 후보 행보의 문제점을 압축적으로 보여준다.
우선 지적하지 않을 수 없는 것은 ‘일방통행식 화해 공세’의 부적절함이다. 노무현 전 대통령 묘소 방문 때도 그랬지만 박 후보 쪽은 상대편과 충분히 상의하고 조율하는 절차 없이 일방적으로 일정을 발표하는 행태를 되풀이하고 있다. 상대편으로서는 울며겨자먹기로 방문을 ‘당하는’ 처지가 되며, 만약 거절하면 옹졸한 사람으로 손가락질받게 된다. 박 후보로서는 문전박대를 당하는 게 오히려 유권자들의 동정심을 유발해 정치적으로 유리할지 모르지만 이는 화해를 구하는 기본자세가 아니다.
이보다 더욱 아쉬운 점은 현실에서의 실천 노력 없이 이벤트성 행사에만 골몰하고 있는 점이다. 박 후보 쪽은 전태일재단 방문에 대해 “상처받고 어두운 곳에 있는 분들을 어루만지고 포용한다는 뜻”이라고 강조했다. 하지만 막상 현실에서 상처받고 있는 사람들에 대해서는 무관심으로 일관해온 게 새누리당과 박 후보다. 당장 쌍용차 해고노동자들만 해도 새누리당 당사 앞에서 20일 넘게 노숙농성을 하고 있으나 박 후보 얼굴도 보지 못한 상태다. 쌍용차 해고노동자, 용산참사 희생자 가족 등 소외된 이웃들의 애타는 절규는 외면하면서 ‘산업화 세력과 민주화 세력의 화해와 통합’을 말하는 것은 참으로 공허하다.
박 후보가 5·16 쿠데타, 유신헌법, 정수장학회 등 과거사 문제에 여전히 완강한 태도를 고수하면서 과거 피해자들과의 화해를 말하는 것도 진정성을 반감시키는 요인이다. 장준하 선생 타살 의혹에 대해 박 후보는 “진상조사위원회에서 조사가 이뤄지지 않았는가”라고 말해 이미 ‘지나간 일’임을 강조했다. 유신독재 시절 민주화운동 인사들이 대거 참여해 출범하는 ‘장준하 선생 의문사 범국민진상조사규명위원회’에도 삐딱한 시선을 보내고 있다. 이런 태도로 과거와의 화해 주장을 되풀이하니 진정성을 인정받기 어려운 것이다.

Park Geun-hye should make genuine effort to reconcile
Park Geun-hye is enjoying an upswing in her public support levels, largely due to her recent “acts of national unity”. Since being named the New Frontier Party’s presidential candidate, Park has reached out to a series of political rivals and adversaries.
Her visits to the graves of liberal former presidents Kim Dae-jung and Roh Moo-hyun, and her courtesy visit to former president Kim Young-sam are making a favorable impression on voters. Park had antagonistic political relations with all three of these men. On August 28, Park was turned away after attempting to visit the foundation of deceased labor activist Chun Tae-il.
The problem is that these actions by Park come across not as sincere moves to encourage national cooperation, but merely as ploys to attract votes.
Part of the problem is Park’s unilateral method of visiting. Throughout these recent visits, she has simply announced her schedule without making sufficient advance effort to communicate with the other side. The other side was therefore left to suffer the visit, or if they refuse, be criticized as close-minded.
If Park gets every door slammed in her face, it might earn voter sympathy and work out well for her politically, but it’s not an effective way for a politician to seek reconciliation.
What’s even more unfortunate is that she has been engrossed in event-style functions without any effort to realize her promises.
Park’s side stressed that her intention in visiting the Chun Tae-il Foundation was to “sooth and embrace those who are hurt and remain in a dark place.”
In reality, however, the people who have been consistent in their disinterest in those who have been hurt are the New Frontier Party and Park. Not long ago, dismissed Ssangyong Motors workers went to the New Frontier Party’s headquarters to meet with Park, but were turned away by police.
It‘s hollow to talk of “reconciliation and unity between the forces of industrialization and forces of democratization” while ignoring the anxious cries of alienated neighbors like the Ssangyong workers and the families of the victims of the Yongsan fire.
Another factor leading some to question her sincerity is that she talks of reconciliation with the victims of the past while still sticking to her stubborn position issues such as her father’s military coup of May 16, 1961, the Yushin dictatorship and the Jungsoo Scholarship Foundation.
Regarding suspicions that late democracy activist Chang Chun-ha was murdered by government agents, Park stressed that the matter was water under the bridge, saying, “Wasn’t this investigated by the Presidential Truth Commission on Suspicious Deaths?”
She has a skewed view of the pan-national fact-finding committee on Chang’s death being launched with the participation of large numbers of Yushin-era democracy activists, too.
It is difficult to accept Park’s claims of sincerity when she calls for reconciliation while sticking to her old ways.

이명박 대통령이 사재 330여억원을 출연해 설립한 청계장학재단이 장학금보다 대출이자를 갚는 데 돈을 더 많이 쓰고 있다고 한다. 서울시교육청에 따르면 이 재단이 지난해 건물 임대료 등으로 올린 수익은 13억4974만원으로 이 가운데 장학금 지급액은 2억7865만원, 이자비용은 2억7950만원이었다. 배보다 배꼽이 더 큰 기현상이 빚어지고 있는 셈이다.

Students lose out due to President’s hypocrisy
The Cheonggye Students Aid Foundation is apparently spending more on loan interest than on scholarships. The foundation was established with a grant of around 33 billion won (US$29 million) from president Lee Myung-bak’s personal fortune.
According to the Seoul Metropolitan Office of Education (SMOE), it made 1,349,740,000 won (US$1,190,000) last year from building rentals and other sources. From this, it paid out 278,650,000 won (US$245,600) in the form of scholarships, while 279,500,000 won (US$246,300) went toward interest. In short, the tail seems to be wagging the dog.
