한-일 정보협정 파문, 대통령이 사과하고 책임져라

한-일 군사정보포괄보호협정 밀실 추진 파문을 둘러싼 책임론이 거세게 일고 있다. 민주통합당에서는 김황식 국무총리의 해임을 요구하며 국회 불신임 결의안 추진까지 거론하고 나섰다. 새누리당 쪽에서도 “총리는 아니더라도 외교안보 라인은 책임을 져야 할 것 같다”는 의견이 흘러나온다. 그만큼 사안의 중대성에 대한 국민적 공감대가 퍼져 있다는 의미다.

이번 파문은 이명박 정부의 자질과 능력이 어느 수준인지를 응축해 보여준 사건이었다. 그야말로 판단력과 상황예측력 제로의 ‘무뇌아 정권’, 집권 기간이 끝나가는데도 여전히 갈팡질팡하는 ‘초보운전 정권’임을 실증해 주었다. 협정 서명식을 불과 1시간 앞두고 서명을 보류하면서 ‘국제적 망신 정권’의 면모도 여실히 보여줬다. 게다가 총리실, 외교통상부, 국방부 등 관련 부처들이 서로 책임을 떠넘기며 발뺌하기 바쁜 모습을 보면 참으로 가관이 아닐 수 없다.

이 모든 사태의 중심에는 청와대와 이명박 대통령이 있다. 한-일 정보협정안을 지난 26일 국무회의에서 밀실 처리한 것도 청와대의 지시 때문이라는 게 정부 핵심 당국자의 전언이다. 이 당국자는 “밀실 처리하면 문제가 될 수 있으니 신중하게 처리하자는 의견을 냈으나 ‘언론에 알리지 말고 처리하자’는 것이 청와대의 의중이었다”고 증언했다. 쉽게 말해 “청와대가 하라니까 한 것”이라는 이야기다. 김태효 대외전략기획관은 이 대통령의 남미 순방에도 따라가지 않고 협정 체결을 총괄지휘한 것으로 전해진다.

하지만 청와대는 뻔뻔스럽게도 철저히 모르쇠로 일관한다. 이번 사태에 대한 공식 설명은 물론 언론과의 접촉마저 피하며 뒤로 숨기 급급하다. 가장 비겁한 사람은 바로 이명박 대통령이다. 사태가 이 지경이 됐으면 국정 최고책임자로서 뭔가 국민에게 한마디 하는 게 도리인데도 입을 꼭 다물고 있다. 그동안 종북이 어떻고 하며 쓸데없는 간섭은 곧잘 하더니 정작 말이 필요할 때는 꿀 먹은 벙어리다. 이 대통령은 지난 26일 국무회의가 끝난 뒤 밀실 통과된 한-일 정보협정안을 재가까지 했다고 한다. 그런데도 모든 책임을 김황식 총리에게 미뤄놓고 딴청을 피운다.

이 대통령은 지금의 상황을 직시하기 바란다. 일단 소나기만 피하고 나면 일본과 협정을 체결할 수 있다고 여긴다면 오산이다. 그러기에는 협정의 위험성과 문제점을 국민이 너무 많이 알아버렸다. 이 대통령이 지금 할 일은 국민을 속이고 국가의 체면을 손상한 데 대해 머리 숙여 사과하고 청와대 참모들을 포함해 관련자들을 엄중히 문책하는 일이다.

President should take responsibility for military pact fiasco

There is heated debate over responsibility for the stir resulting from the closed-door pushing of the General Security of Military Information Agreement (GSOMIA) between Korea and Japan. The Democratic United Party (DUP) is demanding the resignation of Prime Minister Kim Hwang-sik and considering pushing a parliamentary vote of no confidence. Even from the New Frontier Party, opinions are emerging that even if it’s not the prime minister, it seems the administration’s foreign policy and security team should take responsibility. This shows how widespread public consensus is on the gravity of the matter.

This ruckus has boiled down and revealed the standard of the Lee Myung-bak administration‘s talents and capabilities. In brief, the incident proved that the administration is a “brainless” one with poor judgment and weak ability to predict circumstances, and a “beginning driver administration” that is still bewildered even at the end of its term. It also clearly showed that it’s an administration that brings international disgrace, with the government postponing the signing of the agreement to less than an hour before the scheduled signing. It’s really quite something to see each of the relevant bodies-the Prime Minister’s Office, the Foreign Ministry, the Defense Minister, etc.-busy trying to pass off responsibility for the closed-door pushing of the agreement onto each other.

At the heart of this all is the Blue House and President Lee Myung-bak. It would be strange for something this important to take place without a decision by the president. It has been reported that the Blue House from the beginning set a principle that the agreement must be completed by the end of June. It’s also said the Blue House’s foreign policy and security aides were the ones that decided it would be best to push the agreement in secret as should said agreement be pushed publicly, it could run into public anti-Japanese sentiment. Senior secretary for national security Kim Tae-hyo reportedly did not follow President Lee on his trip to South America, staying behind to oversee the conclusion of the agreement.

The Blue House, however, is cheekily claiming that it knew nothing. It has been busy hiding, avoiding contact with the media and failing to issue an official explanation for this incident. The most cowardly person is President Lee himself. He’s keeping his mouth shut even though the situation has reached this point; he should as the person in charge of national administration say at least something to the people. He’d been engaging in quite a bit of useless interference, saying this and that about pro-North Koreans, but he’s as quiet as an oyster when he actually should say something. It’s said that President Lee even approved the secretly pushed Korea-Japan intelligence agreement after the Cabinet meeting on June 26. Despite this, he‘s pretending to be indifferent, pushing all responsibility onto Prime Minister Kim.

We hope President Lee faces up to the current situation. If he thinks he can conclude the agreement after avoiding just this rain shower, he’s mistaken. The people know too well about the dangers and problems of the agreement. What the president must do now is apologize to the people and reprimand sternly those involved, including the Blue House aides.

정부가 일본과의 군사정보포괄보호협정(정보협정) 체결을 보류했다. 다름 아닌 일본과의 군사협정을 국민 여론 수렴이나 국회 동의 절차도 밟지 않고 국무회의에서 변칙적으로 처리했던 것이니 당연한 조처다. 앞으로 국회에 먼저 설명한 뒤 절차를 밟겠다고 하지만, 한-일 정보협정의 위험성과 여론은 충분히 드러난 만큼 이 기회에 아예 폐기해야 한다.

Don't just delay, scrap military agreement with Japan

The government has decided to hold off on signing a military intelligence protection agreement with Japan. This decision comes late, but is obviously the right move for an agreement that was passed improperly by the Cabinet without public discussion or ratification in the National Assembly. And the agreement involves Japan, of all countries, Korea’s former colonial occupier. Apparently, the Lee Myung-bak government plans to explain the situation to the National Assembly before going ahead with the procedures. But given that it’s already evident how dangerous the agreement would be and how the people feel about it, we would be better off just scrapping the whole thing.
