An unfortunate event has taken place that will go down as a major blight in Korean media history. Two days ago, an episode of MBC’s “PD Notebook” entitled “The Six-Meter-Deep Secret of the Four Major Rivers” was put on hold by MBC management. As a matter that gravely harms the autonomy and independence of broadcasting, this is something that should not have happened.
This incident is inexcusable, no matter what the reason. The company explained that it determined that broadcasting the show when the facts had not yet been confirmed would not satisfy its responsibility to realize fair broadcasting. A court, however, had thrown out the Lee Myung-bak administration’s petition to stop the program. It showed that even if PD Notebook had broadcast the show, there would have been no legal issues. As such, the MBC management’s decision to step forward and suspend the broadcast can only be seen as a politically motivated.
The behavior of the management team, which forcefully demanded they see the program beforehand, virtually amounting to censorship, to confirm the facts is also very nonsensical. MBC’s collective agreement says the working-level authority and responsibility for programming and broadcasting is with the bureau chiefs. PD Notebook had decided to run the broadcast after internal screening in accordance with this regulation.
The fact that the management team paid no heed to this and decided to hold off on the broadcast because the PD Notebook had not responded to their request to see it first is clearly a violation of the latter’s programming authority.
It is not difficult to guess why the MBC management team made such an unreasonable decision. The episode dealt critically with the Four Major Rivers Restoration Project, the biggest matter of interest of President Lee Myung-bak. It takes an in-depth look at how the Four Rivers Restoration project, announced at the end of 2008, virtually transformed into a canal project just four months later, and it plans to raise suspicions that Cheong Wa Dae (the presidential office in South Korea or Blue House) was involved in the transformation.
The Lee administration, pressed, applied for a broadcast ban, but this was thrown out. When that happened, MBC president Kim Jae-chul used the strange logic of the preview to push through a broadcast suspension.
It must be thoroughly uncovered what talks took place with Cheong Wa Dae and others as Kim made his decision. Circumstantial evidence is being uncovered incrementally that the Lee administration knew all about this before the decision was made to stop the broadcast. This hints that there was prior coordination with the administration.
If this is true, Kim must leave the media sector. Even if, guessing the feelings of the Lee administration, he made the decision to stop the broadcast on his own, he has already lost the qualification to be president of a public broadcaster. Kim should immediately resign and PD Notebook should air without delay.
치욕의 피디수첩 불방, 김재철과 정권의 합작인가
한국 언론사에 큰 오점으로 기록될 불행한 사태가 발생했다. <문화방송>의 ‘피디(PD)수첩’(4대강 수심 6m의 비밀)이 그제 밤 경영진에 의해 방송이 보류된 것이다. 방송 제작의 자율성과 독립성을 심각하게 훼손하는 사건으로 결코 일어나선 안 될 일이었다.
이번 불방 사태는 어떤 이유로도 용납될 수 없다. 회사 쪽은 “사실관계가 명확히 확인되지 않은 상태에서 방송을 내보내는 것이 시청자에 대한 공정방송 실현의 책무가 아니라고 판단”해 방송을 보류했다고 해명했다. 하지만 법원조차 정부의 방송금지 가처분 신청을 기각했다. 피디수첩의 내용을 방송해도 법적으로 문제가 없다고 확인해준 것이다. 그럼에도 경영진이 굳이 나서서 방송 보류를 결정한 것은 다른 정치적 의도가 있다고 볼 수밖에 없다.
사실관계 확인을 이유로 사실상 사전 검열인 ‘사전 시사’를 집요하게 요구한 경영진의 행태도 아주 비상식적이다. 문화방송은 단체협약에 ‘편성·보도·제작상의 실무 권한과 책임을 관련국장이 갖는다’는 국장책임제를 명시하고 있다. 피디수첩도 이런 규정에 따라 내부 심의를 거쳐 방송 결정이 내려진 상태였다. 경영진이 이를 묵살하고 사전 시사에 응하지 않았다는 이유로 방송 보류를 결정한 것은 명백히 편성권 침해다.
문화방송 경영진이 이렇게 무리한 결정을 한 이유를 짐작하기는 어렵지 않다. 이번 피디수첩 내용은 이명박 대통령의 최대 관심 사안인 4대강 사업을 비판적으로 다루는 것이었다. 2008년 말 발표됐던 친환경적인 4대강 살리기 프로젝트가 4개월 만에 사실상 운하 사업으로 바뀐 과정을 심층적으로 파헤치고, 청와대의 개입 의혹도 제기할 예정이었다. 다급해진 정부는 방송금지 가처분 신청을 냈다가 기각당했다. 그러자 김재철 사장이 사전 시사라는 해괴한 논리를 동원해 방송 유예를 밀어붙인 것이다.
김 사장이 이런 결정을 하면서 청와대 등과 어떤 협의를 했는지도 철저히 밝혀야 한다. 불방이 확정되기 전에 정부에서 이를 미리 알고 있었다는 정황이 하나씩 드러나고 있다. 정부와 사전 조율이 있었음을 시사한다. 그것이 아니더라도 이미 언론계를 떠났어야 할 그가 버티고 남아 방송사에 치욕을 남겼으니, 참으로 분통이 터질 노릇이다. 김 사장은 더는 방송을 더럽히지 말고 즉각 사퇴하라. 피디수첩은 당장 방영해야 한다.
