Although there has been an increase numbers of poor in the aftermath of the financial crisis, welfare benefits are being substantially reduced. While it appears there is an increase in the budget, if you consider the rising inflation rate and the increase in pension recipients, the welfare budget is in fact being reduced.
Next year’s Ministry of Health, Welfare and Family Affairs welfare budget slashes the number of recipients who will receive basic living support by 7,000, from 1,632,000 to 1,625,000. In addition, the budget for this line item is being increased by only 2 billion Won, from 2.5192 trillion Won to 2.5212 trillion Won. Housing support recipients are to be reduced by 7,000, and the budget is being slashed by 39 billion Won.
When one considers the current reality in which the number of poor is snowballing due to a rise in unemployment, this is incomprehensible. The government is intending to slash the welfare budget although the demand for support is high, leaving the poor with no place to go. In fact, the number of poor who make less than the minimum cost of living but are unable to receive welfare benefits increased by about 330,000 from 3,680,000 in 2007 to 4,010,000 in 2008. When one considers the increase in the number of poor and the rising cost of inflation, one cannot help but conclude that there is going to be a significant reduction in the budget.
In February, President Lee Myung-bak stressed the need for substantive support for the poor, citing the example of a mother and daughter who were dropped from welfare because they owned a van. The gist of his message is to support the poor who may be falling in our blind spots. However, the government is shirking from this responsibility when it comes to setting next year’s budget. Indeed, Lee’s administration is cutting the welfare budget for the poor.
What we have feared is becoming reality. Tax cuts for corporations and the wealthy, including a reduction in the income tax and corporation tax, has reduced the budget and now the government is attempting to fill it with cuts to the welfare budget for the poor. That is not all. An astronomical amount of money is flowing to show projects of doubtful utility, including the Four Major Rivers Restoration project.
The government needs to craft policies that can substantively help the poor instead of just staging one-time events or on-site visits for show. Giving the mother and daughter with the van benefits does not solve the problems of the poor. There are millions of such people in our society. If the public is to accept President Lee’s “walks amongst the poor” as sincere, next year’s budget must expand substantive support for the poor.
예산 줄이면서 말만 무성한 친서민 정책
금융위기의 여파로 빈곤층이 많이 늘고 있는데도 정부가 이들에 대한 복지 혜택을 실질적으로 줄이고 있다. 예산 자체는 증가하는 것처럼 보이지만 물가상승률을 계산하고 연금 수급자 증가에 따른 자연증가분을 제외하면 사실상 복지 예산이 줄고 있다는 얘기다.
이번에 보건복지부가 마련한 내년도 기초생활수급 대상자 지원 예산을 보면, 생계급여 대상자가 163만2000명에서 162만5000명으로 7000명 줄고, 금액은 2조5192억원에서 2조5212억원으로 겨우 20억원 늘었다. 주거급여는 대상자가 7000명, 예산이 390억원 줄었다.
실업 증가 등으로 빈곤층이 눈덩이처럼 불어나고 있는 현실을 고려할 때 이해할 수 없는 일이다. 수급 대상자를 적극 찾아내 지원하지는 못할망정 정부가 오히려 예산을 깎고 있으니 이들이 설 곳은 없다. 실제로 기초생활수급 혜택을 받지 못하는 최저생계비 미만 소득의 ‘비수급 빈곤층’이 2007년 368만명에서 2008년 401만명으로 한해 사이 33만여명이 늘어난 상황이다. 빈곤층의 인원 증가와 물가상승 등을 고려하면 이들에 대한 지원 예산이 크게 줄었다고 볼 수밖에 없다.
이명박 대통령은 지난 2월 승합차를 소유하고 있다는 이유로 기초생활수급 대상에서 탈락한 모녀의 사례를 들면서 빈곤층에 대한 실질적 지원의 필요성을 강조했다. “신빈곤층의 사각지대를 찾아내 지원해야 한다”는 것이 요지였다. 그러나 정작 내년 예산을 짜는 시점이 되자 정부는 발을 빼고 있다. 아예 복지 예산 줄이기에 나섰다.
여러 차례 우려했던 일이 현실로 다가오는 상황이다. 소득세·법인세 등 기업과 부유층에 대한 감세로 줄어든 예산을 빈곤층에 대한 복지예산 절감을 통해 채워 넣는 꼴이다. 그뿐인가. 4대강 살리기 등 실효성이 의심되는 전시성 사업으로 막대한 예산이 빠져나가는 실정이다.
보이기 위한 현장 방문이나 일회성 이벤트가 아니라 빈곤층에게 실질적으로 도움을 줄 수 있는 정책을 마련해야 한다. ‘승합차 모녀’ 한 가정이 정부의 혜택을 받았다고 빈곤층 문제가 풀리는 것은 아니다. 우리 사회엔 수십만, 수백만의 승합차 모녀가 있다. 대통령의 서민 행보가 국민에게 진정이 담긴 것으로 받아들여지려면 당장 내년 예산부터 빈곤층에 대한 실질적인 지원 확대 방안을 반영해야 한다.
