Ssangyong Motors is headed towards collapse. A court demanded the union turn over the car company’s plant in Pyeongtaek, which the union currently occupies, to the company yesterday and thousands of police were permitted to enter. The company has already turned off water and gas to the strikers, and cut off delivery of food and medical supplies. It seems a countdown to a police crackdown has begun.
First, let’s make one thing clear. Regardless of what takes place, deploying police force will never suffice as a resolution to the situation. It is said the factor that has been occupied by the unionists is full of flammable materials like thinner and paint. There is concern that if in the course of the police deployment those materials should go alight, there could be considerable human losses. To unreasonably deploy police when such an untoward incident is being anticipated is no different from saying one will engage in bloodshed.
The union is not blameless for how the situation has come to this, but we must say the responsibility of the government and company, which is avoiding dialogue, is even greater. The union, while demanding an injection of public funds, is still leaving room for coming to an agreement through dialogue. The government, however, has stood back as though it is a third or unnecessary party to the dialogue that could resolve this situation. It appears they want to rely on the police, but even if a forceful crackdown is successful, it will be difficult to expect the resumption of normal operations due to massive fallout.
In the end, there is no other solution to the situation except dialogue. The union’s position is that it is open to discuss plans for a final resolution for the 976 striking workers who are on the company’s list of employees to be fired. Although the company has taken a hard line, it has said it is unattached to any particular number in its proposal for structural adjustment. Labor and management could be encouraged to maintain this flexible attitude and agree to a new plan for structural adjustment, including unpaid vacations for the striking workers and division of the company.
Since the Ssangyong Motors strike began, five workers have died and yesterday, the wife of a union official took her own life. There must be no more victims. The government and creditors, and Ssangyong Motors’ management and labor, must now make a decision. The government and company must give up trying to resolve the situation through the deployment of police and step up for dialogue with the union. This is how labor and management can survive and recover consumer confidence in Ssangyong Motors.
쌍용차 강제진압, 절대 안 된다
쌍용자동차 사태가 파국으로 치닫는 양상이다. 법원은 어제 노조 쪽에 ‘(점거중인) 평택공장을 회사 쪽에 인도하라’는 강제집행 절차에 들어갔고, 경찰 수천명도 공장 안으로 진입했다. 회사 쪽은 농성장에 물과 가스 공급을 끊고, 식량과 의약품 전달도 차단했다. 경찰의 강제진압이 초읽기에 들어간 분위기다.
먼저 분명히 밝혀둘 게 있다. 어떤 일이 있어도 경찰력 투입을 통한 강제진압은 절대 안 된다는 것이다. 현재 노조원들이 점거한 도장공장 안에는 시너와 페인트 등 인화성 높은 물질이 가득 쌓여 있다고 한다. 경찰력이 투입되는 과정에서 이런 인화성 물질에 불이라도 붙으면 끔찍한 인명 피해가 우려되는 상황이다. 이런 불상사가 뻔히 예상되는데도 무리하게 경찰력을 투입한다는 것은 사실상 살상 행위를 하겠다는 것과 다름없다.
사태가 이 지경에 이른 데는 노조 책임도 없지 않지만 대화를 기피하는 정부와 회사 쪽 책임이 더 크다고 하지 않을 수 없다. 노조 쪽은 공적자금 투입을 요구하면서도 여전히 대화를 통한 협상 여지를 열어놓고 있다. 하지만 정부는 아예 제3자인 것처럼 뒤로 빠져 있고, 회사 쪽도 대화에 적극 나서지 않는다. 경찰력에 의존해 사태를 해결하려는 모양이지만 이는 가능하지도 않을뿐더러, 설사 강제진압에 성공한다 해도 엄청난 후유증으로 회사의 정상 가동을 기대하기 힘들다.
결국 대화를 통한 사태 해결 말고는 답이 없다. 그리고 협상의 여지가 없는 것도 아니다. 노조 쪽은 회사 쪽이 제시한 파업 노조원 976명에 대한 최종 해결 방안 등을 논의할 수 있다는 입장이다. 회사 쪽도 지금은 강경대응으로 돌아섰지만 “구조조정 숫자에 연연하지 않겠다”고 밝힌 바 있다. 노사 양쪽이 서로 이런 유연한 태도를 견지하면서 무급휴직과 분사안 등 파업 노조원들에 대한 새로운 방식의 구조조정안에 합의할 수도 있는 상황이다.
쌍용차 사태 이후 5명의 노동자가 숨지고 어제는 한 노조 간부의 부인이 스스로 목숨을 끊었다. 더는 희생이 있어선 안 된다. 정부와 채권단, 그리고 쌍용차 노사는 이제 결단을 내려야 한다. 정부와 회사는 경찰력을 투입해 사태를 해결하려는 시도를 포기하고 노조와의 대화에 나서기 바란다. 그것만이 쌍용차에 대한 소비자들의 신뢰를 회복해 노사가 함께 사는 길이다.
