Current and former officials at the Korean Federation for Environmental Movement have been indicted for corruption. The amount involved is in the hundreds of millions. This is something that must never happen at civic groups, which by definition require good ethics to survive. The joint chairperson and secretary-general may have resigned, but the group will forever be ostracized by civil society unless it goes through some fundamental self-reform. It would be a big loss for civil society if we were to lose the means to keep political, economic and bureaucratic power in check.
대규모 시민단체, ‘시민’만 남기고 모두 바꿔라
환경운동연합 전·현직 간부들의 부정 사실이 잇따라 적발됐다. 규모도 수천만원에서 억대에 이른다. 도덕성을 생명으로 하는 시민단체로서는 있을 수 없는 일이다. 공동대표와 사무총장이 사퇴했다지만, 근본적인 자기 혁신이 없이는 시민사회로부터 영영 외면받을 수밖에 없다. 그나마 정치권력이나 경제권력 그리고 관료집단을 시민의 입장에서 견제하고 고발하는 손발을 잃게 되는 시민사회로서도 큰 손실이다.
