Soon after the National Assembly election, the ruling Grand National Party began to make a fuss about whether newly-elected lawmakers loyal to Park Geun-hye should be allowed to rejoin the party or not. Lawmakers loyal to Lee Myung-bak are talking about reinstating only those candidates who ran in the election as independents, and excluding the 14 members of Pro-Park Solidarity. Park’s supporters, however, maintain that the GNP should reinstate all of them immediately.
The real intention of both sides is seizing control of the party at the national convention slated for July. The “pro-Lee” forces intend to occupy an upper position in the National Assembly, and do not plan to include those who support former chairwoman Park. On the other hand, the “pro-Park” forces want as many concessions as possible from Lee’s allies, and will no doubt use their new-found power to vote, making all of this a typical power struggle within the ruling camp.
The parliamentary election finished just one day ago. It may be inevitable for political factions to compete against one another but it is embarrassing to see the selfish way the ruling party is interpreting its election victory, and staging a power struggle by dividing itself into “pro-Lee” and “pro-Park” factions. The GNP needs to keep the meaning of its slight majority in mind; it originally expected to get more than 170 seats in the 299-seat National Assembly, rather than the 153 it actually won.
Whatever the reasons, it is not right for the GNP to flaunt the election results. The GNP needs to look back at the precedent set in past parliamentary elections, when the ruling party incited political insecurity by accepting as members candidates who had run as independents. The party should carefully consider the public sentiment that has been expressed through this election.
The GNP needs to move quickly to restore party politics, destroyed in the last parliamentary election by competition over policies. The party can discuss the question of whether to reinstate candidates who were eliminated from the nomination process at a later date.
Pro-Park Solidarity should also clarify whether it is a political party with its own identity, or a fringe alliance, so as not to cause further confusion. Without its own philosophy, it will soon dissolve. The GNP should also have a heart to heart with the opposition. As the ruling party, the GNP is the one responsible for creating a win-win situation.
민심 파악 전에 권력다툼부터 해서야
4·9 총선이 끝나자마자, 여권 내부가 이른바 친박 당선자들의 복당이네 아니네로 시끄럽다. 친이명박 쪽에서는 친박연대나 친박 무소속 연대를 제외하고 우선 순수 무소속 당선자만 입당시키자는 얘기가 나오는 반면, 친박근혜 쪽에서는 즉각 모두 복당시켜야 한다는 주장이 나오고 있다.
이런저런 논리의 껍질을 한 꺼풀 벗기면 7월 전당대회에서 당권을 장악하려고 벌이는 주도권 다툼이라는 속내가 드러난다. 친이 쪽은 국회 원 구성에서 유리한 고지를 차지하면서도 박근혜 전 대표 쪽의 세력을 불려주지 않겠다는 의도이며, 반면에 친박 쪽은 결정권(캐스팅보트)을 쥔 상황을 이용해 친이 쪽으로부터 최대한 많은 양보를 얻어내려는 것이다. 전형적인 여권 내부의 권력투쟁이다.
선거가 끝난 지 겨우 하루 됐다. 정치세력 사이 경쟁이야 불가피한 측면이 있기는 하지만, 총선에서 나타난 민심을 아전인수식으로 해석해 여권이 벌써부터 친이 세력과 친박 세력으로 나뉘어 밥그릇 싸움을 벌이는 모습은 보기 민망하다. 이러라고 국민이 한나라당에 과반 의석을 준 것은 아니다. 한나라당은 170석 이상 얻을 것이라는 애초 예상과 달리 겨우 턱걸이로 과반을 한 의미를 깊이 새겨야 할 것이다.
이유야 무엇이든 민심의 선택을 크게 흔드는 일부터 하려는 것은 옳지 못하다. 총선 이후 무소속 당선자를 여당이 마구 영입한 결과 오히려 정국 불안만 가져왔던 전례를 돌아볼 필요가 있다. 총선 민심이 무엇인지부터 귀를 기울여야 한다.
한나라당이 시급히 할 일은 공천 탈락자들의 복당 여부가 아니라 정책 경쟁을 통해 지난 총선 과정에서 무너진 정당정치를 복원하는 일이다. 친박연대 등도 독자적인 정체성을 가진 정당인지 아니면 사이비 집단인지 빨리 결정해서 국민을 헷갈리게 하지 말아야 한다. 홀로 설 철학이 없으면 하루빨리 해산하는 것이 정답이다. 한나라당은 또 야당과 진지하게 대화해야 한다. 상생의 정치를 실현할 주요 책임은 여당에 있다.
