The families of those who are being held hostage in Afghanistan had to spend yet another night in extreme fear, because of foreign media reports which say that the Afghan military has begun a military operation in Ghazni province. The operation is reported to involve heavy armored vehicles and searches of homes. The location of the operation is the same as the one in which the hostages are being held. The victims’ families have tried to comfort themselves with the denials coming from the Afghan, South Korean, and U.S. governments, but the fact that a military operation is even being talked about probably chills their spines. As the families have said military action at this point could easily lead to the hostages being killed all at once instead of their being rescued. The words “military operation” should in no way be uttered lightly. The most important thing is the hostages’ quick and safe return. Military action, therefore, should be something we work to exclude until the very last moment. Some people suggest sending Korean troops into the area. It would be one thing if you said that because you were unable to control your emotions in private, but if said in an official capacity it would be terribly thoughtless. It is not even something realistically possible , given the urgency of the current situation. To us it would look like we were rescuing our own nationals, but in the eyes of the world it would essentially be an act of war. There is very little likelihood it would succeed, and we could even find ourselves deeply mired in the situation for an extended period of time . There could be further kidnappings and terrorism against Koreans in incidents far more serious than this one. It is something that should truly be avoided. The reason we are hearing these kinds of suggestions is likely because there is not much to suggest progress in the negotiations for their release, some fifteen days since the hostages were abducted. However, what will be key in getting the hostages released has actually become clearer. Since the very beginning the Taliban have demanded, rather than a bunch of complicated conditions, an exchange of Taliban fighters being held by the Afghan government. Afghan officials say this condition is unacceptable, and the United States is insisting on its position that it does not negotiate with terrorist elements. It is in untying the tight confrontation that the efforts of the Korean government must begin. It has to demand that the Afghan and U.S. governments take a more proactive stance in getting the hostages released. Regarding the United States, the Korean government needs to note that there is a precedent in that last year five Iraqi women were released from an American holding facility in exchange for an American female journalist. That is a good example of how the principle of not negotiating with terrorists is not a principle that takes precedence over life. This time around as well, there needs to be a flexible compromise.
군사행동 대신 유연한 타협이 필요한 때다
아프가니스탄 한국인 납치 사건의 피해자 가족들은 그제 또다시 극도의 공포속에 밤을 새워야 했다. 아프간 정부군이 남부 가즈니주의 피랍자 억류 추정 지역에 중무장 장갑차를 배치하고 민가 수색에 나서는 등 군사작전을 개시했다는 소식이 외신을 통해 전해진 때문이다. 가족들은 아프간과 한국, 미국 정부의 부인에 가슴을 쓸어내렸지만, 그런 가능성이 논의되고 있다는 사실만으로도 모골이 송연했을 것이다. 가족들의 절규대로 지금 이 시점에 군사행동을 벌인다면 인질 구출은커녕 떼죽음으로 이어지기 십상이다. 쉽게 입에 올릴 일이 결코 아니다. 무엇보다 중요한 것은 인질들의 조속한 무사 귀환이다. 군사행동은 마지막 순간까지 배제하기 위해 노력해야 할 선택지다.
일부에선 한국군의 현지 파병까지 거론한다. 사석에서 감정을 주체하지 못해 나온 말이라면 몰라도, 공식으로 대놓고 말하는 것이라면 철없는 주장이 아닐 수 없다. 지금의 다급한 상황에서 현실적으로 가능한 방안도 아니다. 그런 행동이 우리에겐 자국민 구출을 위한 것이지만, 세계인의 눈에는 사실상의 전쟁행위다. 성공할 가능성도 매우 낮고, 자칫 깊은 수렁으로 빠져들게 된다. 세계 곳곳에서 한국인 납치·테러 사건이 지금보다 더 심각한 수준으로 벌어질 수도 있다. 삼가고 삼갈 말이다.
이런 말들이 나오는 것은 납치 보름이 다 되도록 인질 석방 협상이 좀체 해결의 실마리를 찾지 못하기 때문일 것이다. 하지만, 인질 석방을 위해선 무엇이 관건인지 한층 분명해진 것도 사실이다. 탈레반 납치세력은 애초의 복잡한 조건 대신 인질과 탈레반 포로의 맞교환을 요구한다. 반면 아프간 정부는 이런 조건을 받아들일 수 없다는 태도이고, 미국은 테러세력과는 협상하지 않겠다는 기존의 태도를 고수하고 있다. 한국 정부의 노력은 이런 팽팽한 대치를 푸는 데서 시작돼야 한다. 아프간과 미국 정부가 한국인 인질 석방을 위해 더 적극적인 자세를 보일 것을 요구해야 한다. 특히 미국에 대해선, 지난해 미국 여성 언론인과 미국 수용소에 억류돼 있던 이라크 여성 5명을 맞바꿈으로써 인질 사태를 해결한 전례가 있었음을 지적할 필요가 있다. 이는 ‘테러세력과의 비타협’을 비롯한 어떠한 원칙도 생명에 우선할 수 없음을 보여주는 좋은 사례다. 이번 사건에도 이런 유연한 타협이 있어야 한다. 【한겨레사설 8.3】
