North Korea has informed the relevant nations that it has shut down its Yongbyon nuclear facility, bringing us to the completion of the first phase of the February 13 agreement. Once a team from the International Atomic Energy Agency (IAEA) confirms the facility has been closed and sealed, the implementation of the February 13 agreement can enter the next phase. In line with this, on July 13 Pyongyang proposed to the United States that the two countries hold military talks about peace and security on the Korean peninsula. This is a point in time when, together with visible results from North Korea’s work on resolving the nuclear issue, discussions about a peace regime for the Korean peninsula are beginning in earnest. The countries participating in the six-party process should clarify the accompanying goals and accelerate the discussion.
기본틀부터 잘 짜야 할 한반도 평화체제 논의
북한이 영변 핵시설 가동중단을 관련국들에 통보함으로써 2·13 합의 초기단계 조처가 마무리 국면에 접어들었다. 북한에 간 국제원자력기구 감시·검증단이 핵시설 폐쇄를 확인하고 봉인하면 2·13 합의 이행은 다음 단계로 넘어가게 된다. 북한은 이에 때맞춰 한반도 평화와 안전보장을 논의하기 위한 군사회담을 열자고 지난 13일 미국에 제안했다. 북한 핵문제 해결 노력의 가시적 성과와 더불어 한반도 평화체제 논의가 본격화하려는 시점인 것이다. 6자 회담 참가국 모두 다음 목표를 분명히하고 논의를 가속화할 때다.
