The United States House of Representatives’ Foreign Affairs Committee has passed, 39 to 2, a resolution holding Japan responsible for military comfort women. A similar resolution was passed by the same committee last September, but it died before it got to the main floor due to persistent lobbying by Japan. This time around the bill needs to be adopted by the full House.
‘‘The ‘comfort women’ system of forced military prostitution by the Government of Japan, considered unprecedented in its cruelty and magnitude, included gang rape, forced abortions, humiliation and sexual violence resulting in mutilation, death, or eventual suicide in one of the largest cases of human trafficking in the 20th century,’’ reads the resolution.
Japan should rightly bear responsibility for this state crime. Clear and unequivocal recognition of what happened, on the part of the Japanese government, and an official apology by the prime minister, as called for by the resolution, would only be the beginning. Educating its people about the comfort women is least of what the Japanese government should be doing. So far, however, the government of prime minister Shinzo Abe and the ruling Liberal Democratic Party (LDP) have refused even to recognize that women were coerced into becoming comfort women. This is an arrogant and dangerous attitude rooted in imperialist thinking. This is also why the Asian countries that have been directly victimized, as well as the whole world, are angry.
Japan has engaged in some indiscriminate lobbying in its effort to stop the resolution, just as it did with the last resolution. When Abe visited the U.S. last April, a comic scene transpired when he apologized about the comfort women to U.S. President George W. Bush. In the middle of June, 40 Japanese lawmakers ran a full-page advertisement in the Washington Post, asserting that there was no coercion on the part of the Japanese government or its military. It was like trying to hide from heaven above by covering your face with your hand, this in a situation where former comfort women had just testified before the House in February.
It is unfortunate that the tone of the resolution has been softened a bit - due partly to the influence of Japanese lobbying. The U.S. needs to realize that Japan is scheming to hide its crimes of years past under the umbrella of the U.S.-Japan alliance.
If the comfort women issue is to be resolved completely, the Japanese government needs to issue a true apology, and then follow that up with thorough truth-finding and censure, proper compensation, and historical education and remembrance activities. As this resolution demonstrates, there is no way for Japan to avoid responsibility, no matter how much time goes by. Abe’s government should stop its desperate effort to lobby American lawmakers and step forward to resolve the issue without further ado.
일본 ‘성노예 범죄’ 책임 물은 미국 하원
일본군 위안부 문제에 대해 일본 정부의 책임을 묻는 결의안이 미국 하원 외교위원회에서 그제 찬성 39표, 반대 2표로 채택됐다. 지난해 9월에도 비슷한 결의안이 같은 상임위에서 통과됐으나 일본 쪽의 집요한 로비로 본회의 상정이 무산된 바 있다. 이번에는 반드시 본회의에서도 결의안이 채택돼야 할 것이다.
결의안은 “일본 정부에 의한 강제 군대 매춘 제도인 ‘위안부’는 집단 강간과 강제 유산, 수치, 그리고 신체 절단과 사망 및 궁극적으로 자살을 초래한 성적 폭행 등 잔학성과 규모 면에서 전례 없는 20세기 최대 규모의 인신매매 가운데 하나”로 규정했다. 일본이 이런 국가 범죄에 대해 책임지는 것은 당연하다. 결의안이 요구한 일본 정부의 확실하고 분명한 사실 인정과 총리의 공식 사과는 그 출발점일 뿐이다. 정부 차원의 교육 또한 일본이 마땅히 해야 할 최소한의 조처 가운데 하나다. 하지만 지금까지 아베 신조 일본 총리 정부와 집권 자민당은 위안부 강제 동원을 인정하는 것조차 거부해왔다. 제국주의적 사고에 뿌리를 둔 오만하고 위험한 태도다. 직접 피해국인 아시아 나라들은 물론이고 세계가 분노하는 이유다.
일본은 이전에 그랬듯이 이번에도 결의안 채택을 막기 위해 무차별 로비를 벌였다. 지난 4월에는 미국을 방문한 아베 총리가 위안부 문제와 관련해 조지 부시 대통령에게 사과하는 촌극을 벌였다. 이달 중순에는 일본 의원 40여명 등이 위안부 동원에 정부나 군대의 강압은 없었다고 주장하는 전면 광고를 미국 〈워싱턴 포스트〉에 싣기도 했다. 위안부 할머니들이 지난 2월 미국 의회에서 증언까지 한 상황에서 손바닥으로 하늘을 가리려 한 것이다. 이런 일본의 로비에 영향을 받아, 일본 총리에 대한 사과 ‘요구’가 ‘권고’로 바뀌는 등 결의안 내용이 조금 완화된 것은 유감이다. 일본은 미-일 동맹이라는 우산 속에서 과거 범죄 은폐를 꾀하고 있음을 미국은 명심해야 한다.
위안부 문제가 완전하게 해결되려면 일본 정부의 진정한 사과에 이어 철저한 진상규명과 문책, 적절한 배상, 역사 교육과 기념사업 등이 뒤따라야 한다. 이번 결의안 채택이 보여주듯이, 아무리 시간이 지나더라도 일본이 책임을 피해 갈 길은 없다. 아베 정권은 미국 의원들을 상대로 궁색한 로비를 벌이지 말고 더 늦기 전에 문제 해결에 나서길 바란다.
