The shooting rampage at Virginia Polytechnic Institute is the worst in American history. It turns out a South Korean was the gunman in this tragedy, which can only be called a massacre. Reportedly, he was a permanent resident of the United States, having emigrated there at the age of eight. We express our deepest condolences to the victims and their families and friends. In addition, we hope that the event will not be an excuse for prejudice and discrimination against those of Korean and Asian descent.
Just what the culprit’s motive was as he wielded such cruel firepower is as of yet unknown, but speculation points to a fight with his girlfriend. If true, we are looking at a sick phenomenon in modern society, one in which an individual is able to take life so lightly that one is able to take a large number of random lives in order to relieve his personal rage. Indeed, since the Columbine High School shootings since 1999, in which 15 students and teachers were killed, the U.S. has seen similar shootings almost every year.
One of the key causes of this horrific event is gun culture. Eight years ago, just after Columbine, American society engaged itself in debate about whether to strengthen gun laws or not, but in the end no substantial action was taken. Those in favor of tighter laws said it has to be harder to be licensed to hold guns, but those who oppose tighter regulations prevented any progress on the matter, saying any positive effect of tighter gun laws had not been proven. Instead, the scope within which guns are allowed in the U.S. is actually growing. The huge difference in political influence, as seen in how groups lobbying for more stringent regulations are able to raise only one-fifth of the funds put forth by organizations promoting gun ownership, is no doubt a decisive factor.
Virginia’s gun laws are so lax that one can easily buy one pistol a month without a gun license. Even despite what has happened, you again see people calling for the preservation of the Second Amendment, which gives Americans the right to bear arms. Whether or not to enact stricter gun laws will surely be part of the 2008 U.S. presidential election campaign. We hope that this time around, American society will come up with a fundamental solution.
충격적인 버지니아공대 총기난사 사건
미국 동부의 버지니아공대에서 그제 미국 역사상 최악의 총기난사 사건이 벌어졌다. 학살이라고밖에 할 수 없는 이번 참극의 범인이 한국인으로 밝혀졌다. 그는 8살에 미국으로 이민 간 영주권자라고 한다. 충격적인 사실이 아닐 수 없다. 무엇보다 희생자들에게 심심한 조의를 표한다. 이와 함께 이번 사건이 한국계나 아시아계 일반에 대한 차별과 편견의 빌미가 되지 않기를 바란다.
냉혹하게 총기를 휘두른 범인의 범행 동기는 아직 분명하지 않지만 여자친구와의 다툼에서 비롯된 것 같다고 한다. 사실이라면 자신의 사적인 분노를 풀기 위해 불특정 다수의 목숨도 앗아갈 수 있다고 여길 정도로 인명을 경시하는 현대사회의 병리적 현상을 탓하지 않을 수 없다. 실제로 미국 사회는 학생과 교사 15명이 숨진 1999년 콜럼바인 고등학교 총기난사 사건 이후 거의 매년 이와 비슷한 총기난사 사건을 겪었다.
이런 끔찍한 사태가 빚어진 데는 미국의 부정적인 총기문화도 중요한 원인이 됐다. 8년 전 콜럼바인 고교 사건 당시 미국 사회는 총기규제를 강화할 것인지를 놓고 논란을 벌였지만, 아무런 실질적 규제 조처를 취하지 못했다. 규제론자들은 면허제 등 총기구입 절차를 까다롭게 해야 한다고 주장했지만, 반대론자들은 규제의 효과가 입증되지 않았다며 이를 막았다. 오히려 총기사용 허용 범위는 갈수록 확대되는 양상이다. 여기엔 총기 규제를 요구하는 단체의 로비 비용이 총기 소유권을 주장하는 로비단체의 5분의 1 수준에 그칠 정도로 정치적 영향력의 격차가 크다는 점도 작용했을 것이다.
이번 사건이 일어난 버지니아주 역시 총기소지 허가가 없어도 한달에 권총 한정을 쉽게 구입할 수 있을 정도로 총기관리가 허술했다. 그럼에도 이번 사건 직후 개인의 무기 휴대 권리를 인정한 수정헌법 제2조가 정당하다는 주장이 다시 나오고 있다. 총기규제 여부는 2008년 미국 대통령 선거에서도 논란이 될 것이다. 이번에는 미국 사회가 근본적인 대책을 마련하기를 기대한다.
