The Ministry of Education and Human Resources Development has published 2000 copies of a high school economics textbook in cooperation with the Federation of Korean Industries(FKI) at a cost of 50 million won (US$53,000). The ministry says that one copy of this book will be distributed to every high school nationwide for a teacher´s reference material. The book can be highly valued in that it presents a new model of economics textbook. It contains a lot of examples and reading materials with various opinions. In addition, it is so rich in contents that any other reference books are not likely to be needed, although there are many marks of someone rewriting economics textbooks for university students in order to understand high school students better.
This book, however, seems to pose quite a few problems. To our regret, it includes a lot of materials and views that are ideologically biased, just as was expected. In addition, it is imbued with unilateral claims of the FKI, a special interest group representing the biggest businesses, although the ministry says that it was actually written by the Korea Economics Education Association. In particular, the book is expected to spur debate over its one-sided pro-chaebol stance because the issue concerning the nation's chaebol units has been setting off raging debates among economists as well as among economic participants.
The manual is too negative about the role of government. It goes as far as to say that government's market intervention causes damage to both the individual and society, which even the authors of mainstream U.S. economic textbooks never dare to say. There is little difference in the reading materials of the book as well. Some materials include the claim that high unemployment rates are attributed to unions, saying that labor unions' efforts to increase workers’ wages end up with making companies slash jobs. Others are filled with the claim that a pie should be put before profit sharing. These are the examples of attempts to defend jaebol's position, using the forms of reading materials or supplement materials.
The economic circles are certain to have their own economic logics speaking up for the interests of their businesses and making a critical judgement on their logics is not always right things to do. However, it is absolutely wrong that the government certifies the one-sided claims as correct. In this sense, this time the ministry's project to publish a new economics textbook seems to begin at the wrong end. The ministry's idea itself of publishing a book with financial support from the FKI is total nonsense. The ministry says that the book will be distributed to the teachers, but many students are likely to scramble to read this book, due to the only fact that the book is a teacher's manual. Its attempt to publish a textbook aside, the economic world has a lot of other chances to explain its own business situations to the public. This textbook project by FKI should be nullified. On this occasion, we need to have second thought about the 'economic education boom' which is now spreading fast even to the elementary students. It is questionable how desirable the education, which put 'economic efficiency' before anything else, will be.
전경련 경제교과서 백지화해야
교육인적자원부가 전국경제인연합회와 5000만원씩 돈을 들여 만든 고등학교 경제교과서가 나왔다. 학교마다 1부씩 2000부를 나눠줘 교사용 참고자료로 쓰게 할 예정이라고 한다. 경제교과서의 새 모형을 제시한다는 취지를 살린 점은 일부 인정할 수 있을 듯하다. 사례를 많이 들고, 여러 의견을 읽을거리로 곳곳에 담았다. 대학생들이 쓰는 주류 경제학 교과서를 고교생들한테 맞추려고 고쳐쓴 흔적이 많지만, 어쨌든 참고서가 따로 필요없을 만큼 내용도 꽤 풍부한 편이다.
그러나 문제 또한 적지 않다. 편향된 주장을 담은 내용이 많은 까닭이다. 한국경제교육학회가 내용을 썼다고는 하나 우려했던 대로다. 재벌들의 이익단체인 전경련의 일방적 논리가 곳곳에 배었다. 경제 주체들뿐 아니라 경제학자들끼리도 치열한 논쟁을 벌이는 사안에서 기업, 특히 우리나라 재벌의 논리를 일방적으로 담은 부분은 논란을 키울 듯하다.
교과서는 무엇보다 정부의 구실을 지나치게 부정한다. ‘정부의 시장 개입은 개인과 사회 모두에 해를 가져온다’는 서술은 미국의 주류 경제학 교과서 지은이들도 함부로 주장하지 않는 내용이다. 읽기자료에 들어있는 것이라고 해도 이와 다른 주장은 보이지 않는다. ‘노동조합이 노동자의 임금을 높이지만 기업한테 고용을 줄이도록 한다’는 내용도 높은 실업률을 노조 책임으로 돌리고 있다. 분배보다는 먼저 ‘파이’를 키워야 한다는 논리도 강하다. 읽기자료나 탐구자료의 형식을 빌려 교묘하게 재벌의 논리를 대변하는 흔적들이다.
물론 재계는 자신들의 이익을 대변하는 경제 논리를 갖고 있다. 그리고 이에 비판적인 논리가 꼭 정답이라고 할 수도 없다. 그러나 정부가 어느 일방의 논리를 마치 정답처럼 공인하는 것은 옳지 않다. 교육부의 이번 경제교과서 출판은 그런 점에서 처음부터 단추를 잘못 채운 것이다. 교육부가 전경련의 지원을 받아 책을 만든다는 것 자체가 말이 되는가. 학생들한테는 배포하지 않는다지만, 교사용 참고자료인 만큼 학생들이 다투어 읽을 가능성도 크다. 돈이 많은 재계는 그러잖아도 자신의 일방적 주장을 펼 기회가 많다. 전경련 교과서는 백지화해야 한다. 이번 기회에 초등학생들까지 퍼져가는 ‘경제 교육’ 붐도 돌아봐야 한다. ‘경제적 효율’을 다른 모든 가치보다 우선으로 보는 경제 교육이 과연 바람직한 교육인지.
