Nine undocumented workers were killed and 18 ones were severely injured after a fire broke out in the early morning yesterday at a protection facility for illegal immigrants in the Yeosu immigration branch office. The facility is the place where illegal foreign immigrants caught for their illegal residences are held in custody before imminent deportation. It is regrettable that they met with such an egregious accident due to our government's faulty management system. We want to share our grief and condolences with the victims.
This incident particularly revealed a hole in the government`s management of immigrant protection facilities. According to immigration officials, damage has been serious because they failed to find the keys to the locked steel doors of each room immediately after the fire. Therefore, most of victims were killed in the locked rooms because they were not able to evacuate. The government is conducting an investigation to discover how the incident occurred, and there is possibility that a chinese man who was one of the inmates may set light to the building because it is reported that the fire broke out shortly after the man covered the closed-circuit television with paper. It is also said that the man had attempted to do the same thing several times before, but immigration officials had ignored it. The government needs to conduct further investigation on whether there had been any human rights violations against the inmates, because an American who was committed to this office a few years ago accused the office of its poor human rights situation.
The office building's fire fighting facility was also so unprepared. The survivors from the fire claims that there was no fire extinguishers in the rooms or the passage of the building. It is hard to understand that the office building which had such a sloppy fire fighting system passed the fire safety management system provider's detailed examination last year. This four-story office building was built only two years ago, but strangely, it was not installed with fire sprinklers. It is surprising to think that there are too many serious holes in our fire and emergency laws.
This incident could escalate into a diplomatic issue. The Ministry of Foreign Affairs and Trade should apologize deeply to the victims' families and settle the diplomatic issue stemming from the incident without major hurdles. It is obvious that the number of illegal aliens is expected to increase as more foreign visitors will enter Korea. The Ministry of Justice should improve a protection facility for illegal immigrants which are now poorly operated due to the lack of personnel and budget. The National Emergency Management Agency also should enhance the building's fire safety standards.
어처구니없는 외국인 떼죽음
어제 새벽 여수 출입국관리사무소 내 외국인 보호시설에서 불이 나 외국인 9명이 숨지고 18명이 크게 다쳤다. 외국인 보호시설은 불법 체류로 적발된 외국인들이 강제 퇴거당하기 전에 수용돼 있는 곳이다. 이곳에 있던 외국인들이 우리 정부의 잘못으로 어처구니없는 사고를 당했다고 하니 안타깝기 그지없다. 피해자들에게 애도를 표한다.
이번 사고로 외국인 보호시설 관리가 매우 허술하다는 사실이 확연히 드러났다. 사무소 측은 방마다 철창을 치고 자물쇠로 잠가 놓았으나 화재 직후 열쇠를 빨리 찾지 못해 피해가 컸다고 한다. 방문이 잠겨 대피하지 못한 외국인 대부분이 숨졌다. 정부가 화재 원인을 조사 중이지만 수용돼 있던 중국인이 방화했을 가능성도 제기되고 있다. 중국인이 방 안의 실내 폐쇄회로(CC) TV를 종이로 가린 직후 화재가 발생했다는 것이다. 이 중국인은 그전에도 같은 행동을 여러 차례 했으나 사무소 측이 제대로 대처하지 않았다고 한다. 혹시 중국인이 인권침해를 당했는지도 조사해야 한다. 몇 년 전에는 이곳에 수용됐던 미국인이 열악한 인권 실태를 고발한 적이 있다.
이 건물의 소방시설도 허술하기 짝이 없었다. 생존 외국인들은 방과 복도에 소화기가 없었다고 주장하고 있다. 그런데 이런 건물이 어떻게 지난해 소방시설 관리업체의 종합 정밀점검을 통과했는지 이해하기 힘들다. 이 건물은 불과 2년 전 4층으로 지어졌는데도 스프링클러 설치 대상 건물이 아니라고 한다. 우리 소방 관련법에 이렇게 빈틈이 많은지 놀라울 뿐이다.
이번 사고는 외교 문제로 비화될 가능성도 있다고 본다. 우리 국민이 외국에서 이런 일을 당했다고 생각해 보라. 외교통상부는 상대국과 피해자 가족들에게 성실하게 사과하고, 외교 문제를 원만하게 수습해야 한다. 앞으로 외국인 입국은 갈수록 늘 것이고 이에 따라 불법 체류도 늘어날 게 분명하다. 이들의 보호시설 관리가 인력과 예산 부족으로 어려움이 많다면 법무부는 빨리 개선해야 한다. 소방방재청 또한 건물의 화재 안전 기준을 강화해 이런 참사를 예방해야 한다.
