Some opposition parties including the main opposition Grand National Party(GNP) are demanding that the government should participate in the U.S.-led Proliferation Security Initiative (PSI) in full measure, in order to respond to North Korea’s nuclear test. The only reason for this is that the North should pay a price for pushing ahead with the test. Another claim that the government should cancel the Mt. Geumgang tourism project and the Gaeseong industrial park project can be understood in the same context.
However, those ideas are unrealistic, irresponsible, and very dangerous. It is questionable whether they realize the dangers the PSI could cause, which has been pursued by the U.S. since 2003, aiming at reducing the quantities of weapons of mass destruction(WMD) around the world. If our nation is fully involved in the PSI, we should formally provide warships and troops support to help search ships suspected of trafficking WMD. It will be an actual naval blockade, a scene which can be seen only in war.
Nobody will expect the North to comply with our request for search and it is so obvious that we will face resistance. If the North's war vessels go into action to protect its commercial vessels, it would trigger unfortunate mishap between the North and South Korean navies. In addition, the North could provoke local wars near the border areas under the pretext of such a naval clash. That is why many experts have said that unlike the U.S. and Japan, South Korea, which is confronting North Korea should be extremely careful about participating in PSI.
The government's passive actions like receiving briefings on overall PSI activities and sending a delegation of observers to a joint PSI drills can be explained as the same meaning. Although it is revealed that the North conducted a nuclear weapons test, even raising an issue of active participation could be dangerous. Therefore, it is natural for the government and the ruling Uri party to be nearing an agreement not to take an active part in the exercises. Opposition parties' strong demand for further participation seems right in some way, but calm and realistic judgments and claims are essential, concerning national security.
위험한 ‘피에스아이 전면 참여’ 주장
북한의 핵실험 이후 한나라당 등 일부 야권은 미국이 주도하는 대량살상무기 확산방지구상(PSI)에 우리 정부가 전면적으로 참여할 것을 촉구하고 있다. 한나라당이 전면 참여를 주장하는 이유는 간단하다. 핵실험을 강행한 데 대해 단호하게 본때를 보여줘야 한다는 논리다. 금강산 관광과 개성공단 사업을 중단하자는 주장과 같은 맥락이다.
그러나 이는 비현실적일 뿐만 아니라 매우 무책임하고 위험한 발상이다. 2003년부터 미국 주도로 추진하고 있는 대량살상무기 확산방지구상이 가져올 무서운 결과를 알고나 하는 얘긴지 궁금하다. 대량살상무기와 관련된 물질을 실은 것으로 의심되는 선박을 해상에서 강제로 검색하는 활동에 우리가 전면적으로 참여하게 되면 군함과 병력 등을 정식으로 지원해야 한다. 사실상 해상봉쇄나 마찬가지로, 전시에나 상상할 수 있는 장면이다.
북한이 검색에 순순히 응할 것이라고는 절대 기대할 수 없다. 반발은 불보듯 뻔하다. 민간 선박 보호를 이유로 북한 함정이 출동할 경우 우리 군과 직접적인 충돌로 치달을 수 있다. 또 이를 빌미로 휴전선 등에서 국지적인 도발을 일으킬 수도 있다. 그동안 많은 전문가들이 미국이나 일본과 달리 북한과 대치하고 있는 우리나라는 대량살상무기 확산방지구상 참여를 지극히 신중히해야 한다고 의견을 모았던 것은 이런 까닭이다.
정부가 현재 이 활동에 대한 브리핑을 듣거나 훈련에 참관단만 파견하는 낮은 수준에서 참여하고 있는 것도 마찬가지다. 북한의 핵실험이라는 상황 변화가 있었다 하더라도, 구상 추가 참여를 섣불리 거론하는 것만으로도 위험하다. 정부·여당이 추가 참여를 하지 않는 쪽으로 의견을 모으고 있는 것은 당연하다. 야당의 강경한 목소리는 때로는 선명해 보이기 쉽다. 그러나 국가안보 문제에서는 냉정하고 현실적인 판단과 주장이 필수다.
