With private groups’ moves to assist in the North Korea’s recovery efforts from flood damage, the government officially declared yesterday that it would take part in those moves. The government plans to provide the cooperation funds which match the scale of private groups’ relief aid and send recovery equipment and a considerable amount of rice through the South Korean Red Cross. We sincerely hope that our efforts will be a great help to the people of the North. Brotherly love will have a chance to shine when they help each other. This aid for North Korea plays an important role because political parties as well as private groups give full support. Both the ruling Uri Party and the opposition Grand National Party urged the government to send daily necessities, medical supplies, and construction equipment and agreed to seek a supplementary budget when needed. Therefore the government should carefully decide the scale of aid and list of items in order to help the people of the North in a effective way. Taking this opportunity of this aid, it is also important that the government creates atmosphere to normalize the inter-Korean relations. The government announced that this aid has nothing to do with the rice and fertilizer supports which were reserved due to the North’s missile tests, but both look same in that they are the measures to provide humanitarian aid to the North. In this context, the government should change its rigid attitude toward humanitarian aid after reconsidering whether it was right to relate humanitarian aid with the missile issue. Playing on the weakness of the difficulties and pain the North faces may seem effective for a time, but the side effects will soon grow as time goes on. North also needs to have a forward-thinking. Although its private organizations asked for recovery aid this time, government authorities have kept silent, which is not good for the inter-Korean relationships. It is right that the North Korean government officially ask for rice support and resume inter-Korean family reunion programs. Flood damage which Both Koreas have suffered this summer have us think that the Korean peninsula and the Korean people make one community, and this becomes the reason why we have to improve inter-Korean relationships under any circumstances. Only advanced relationships between North and South can lead to easy access to resolving the problems concerning the missile tests and six-party talks.
수해지원 넘어 남북관계 정상화로
민간단체들의 대북 수해복구 지원 움직임에 이어 정부도 어제 공식적으로 동참을 선언했다.
정부는 민간단체의 지원 규모에 맞춰 대북 협력기금을 내놓는 혼합기금 방식(매칭펀드) 지원과 함께, 대한적십자사를 통해 상당한 규모의 쌀과 복구장비도 지원할 예정이다.
이런 지원물자들이 잘 전달돼 북쪽 주민들이 어려움을 이겨내는 데 큰 도움이 되길 바란다. 동포애는 어느 쪽이나 곤경에 처했을 때 더 빛을 발하는 법이다.
이번 대북 지원은 민간단체뿐만 아니라 정치권의 전폭적인 뒷받침 아래 이뤄진다는 데 의미가 있다.
열린우리당과 한나라당 등 여야는 생필품과 의약품, 건설자재 지원을 정부에 촉구한 것은 물론이고, 복구 지원를 위해 필요한 경우 추경예산을 편성하는 것에도 동의했다. 정부는 이런 뜻을 살려 북한 주민에게 실질적이고 충분한 도움이 될 수 있도록 지원 규모와 대상 품목을 결정해야 할 것이다.
이번 지원을 계기로 남북관계가 제자리를 찾을 수 있게끔 분위기를 만들어가는 일도 중요하다.
정부는 북한의 미사일 발사에 대한 대응으로 유보시킨 대북 쌀·비료 지원이 이번 지원과는 무관하다고 밝히고 있으나, 둘 다 인도적 지원이라는 점에서는 성격이 다를 바 없다.
정부는 인도적 지원을 미사일 문제와 결부시킨 것이 과연 타당한지를 다시 검토해 경직된 태도를 바꿀 필요가 있다.
북쪽 주민의 고통을 약점으로 활용하는 것은 일시적으론 성과가 있을지 몰라도 시간이 지날수록 부작용이 커지기 마련이다.
북한의 전향적인 자세 역시 필수적이다. 이번에 북쪽 민간단체는 수해복구 지원을 요청했으나 당국은 침묵을 지키고 있다.
민간단체 사이의 의사소통은 한계가 있는 만큼 이런 태도는 실효성이 떨어진다.
명분에 너무 집착하다가 남북관계를 정상화할 수 있는 기회를 놓치는 건 북쪽도 바라는 바가 아닐 것이다. 북쪽 당국 차원에서 정식으로 남쪽에 쌀 등의 지원을 요청해 받아들이고 남북 이산가족 상봉행사도 재개하는 것이 올바른 길이다.
올 여름에 남북이 함께 겪은 수해는 한반도와 한민족이 하나의 공동체를 이루고 있음을 새삼 확인시켜 준다.
이는 어떤 상황에서도 남북관계를 발전시켜야 하는 이유의 하나이기도 하다.
미사일이나 6자 회담 재개 문제도 남북관계가 먼저 진전돼야 거기서 동력을 끌어와 해법을 찾기가 쉬워진다.
