“The government is deceiving farmers and is going to destroy agriculture.”
Jeju farmers’ anger concerning the Korea-U.S. Free Trade Agreement (FTA) is flaming out. In a press conference held on Feb. 21, Jeju branch of the Korean Agricultural Manager Association Inc. declared against the Korea-U.S. FTA expressing concern on declining Korean agriculture, in particular, a Jeju agricultural crisis in a desperate voice. Its statement that the government is mocking farmers with illogical reasons does not sound like a mere emotional response. It says that the government tries to persuade farmers without proposing rescue measures on items subject to loss which results from the settlement of FTA talks. According to its claim, tangerine industry which is vital to Jeju economy will be ruined within 10 years in case that the Korea-U.S. FTA is settled. Besides tangerine, Jeju’s main agricultural products such as garlic and potato, and stock farm products such as pork and beef will lose competitive prices. As a result, livestock industry as well as agricultural industry will be destroyed. Therefore, if the government signs a FTA with the U.S. under these circumstances, very few farmers will be able to survive competition.
That is why farmers’ organization urged that the government should break off all negotiations with the U.S., take special measures to solve farming household debt, expand direct sales of dry-field farming products, revise natural disaster compensation system in farming area, establish a standing FTA organization, and seek a plan to reform local agricultural associations.
We think farmers made those claims not to exaggerate hardship but to secure their rights to survive. In this context, the government authorities should not be domineered by U.S.’s logic of power, but protect nation’s farmers assuming a determined attitude that they could put their jobs on the line for the cause. However inevitable the Korea-U.S. FTA negotiations may be, those should not be done with farmers’ rights to live ignored.
농민의 처절한 목소리 경청해야
“정부가 농민을 기만하면서 농업을 파멸시키려고 한다” 한-미 FTA(자유무역 협정)와 관련한 제주농민들의 분노가 하늘을 찌를 듯 예리하다.
21일 한국 농업경영인제주도 연합회 측의 ‘한-미 FTA 반대 기자회견’은 그래서 현재 몰락하는 한국농업, 특히 제주농업의 위기에 대한 처절한 목소리나 다름없었다.
정부가 이해 할 수 없는 논리로 농민들을 우롱하고 기만하고 있다는 주장은 감정적 목소리만은 아니다.
한-미 FTA와 관련한 부실한 자료로 FTA 타결의 피해를 볼 수밖에 없는 품목에 대한 피해구제 대책이 없이 농민만 설득하려 한다는 것이다.
이들의 주장에 따르면 제주의 생명산업이나 다름없는 감귤산업은 한-미 FTA가 체결될 경우 10년 안에 몰락할 것이라고 한다. 감귤만이 아니다.
마늘 · 감자 등 주요경제 작목과 돼지고기 쇠고기 등 축산 산업까지 초토화될 수 밖에 없다는 것이다.
그렇기 때문에 지금처럼 피해구제 대책이나 방어능력이 전무한 상태에서 미국과 FTA를 체결한다면 살아남을 농민은 거의 없을것이라는 것이 이들의 주장이다.
그래서 한-미 FTA 협정 전면 중단과 농가부채 해결 특별대책, 밭농업직불제 전면 확대, 농업재해 보상제도 개편, FTA 상설 특별 기구 운영, 지역농협 개혁 방안 마련 등을 촉구했다.
우리는 농민들의 이같은 주장은 엄살이 아니라고 생각한다.
처절한 생존의 목소리나 다름없다.
따라서 정부당국은 미국의 힘의 논리에만 끌려 다니지 말고 당당하게 자국 농민을 위해 정권이라도 내놓겠다는 각오로 임해야 할 것이다.
한-미 FTA 체결이 불가피한 상황이라도 그것이 농민의 생존권위에 있을 수는 없다.
