Snow damage over the past two weeks in the Honam and Jeju areas is snowballing day by day. In addition, it is concerned that winter storm advisory has been issued in South Jeolla area today and the snow is expected to continue until this weekend. It is reported that heavy snowfall caused big damage in farmhouse’s stalls, a poultry farms and greenhouses and it made some large factories such as Samsung Electronics stop operating lack of parts. More than 1,000 schools have been closed and suspension of air and ship service made people inconvenient. It is so miserable to see the farmers already full of worries being devastated in front of their broken greenhouses. This time heavy snowfall came with not only record high amount but also freezing cold and strong winds, so it did even much damage. Although Local people, officials, police officers, and even soldiers are restoring damage, there still exists in many difficulties due to continuing snow. It is so sad that One official lost his life in the middle of repairing work.
The government stated that it would provide supports which are almost equal to those available in special disaster zone but it seems rather late. What is Important now is not formal procedures of declaring a disaster zone but proper disaster prevention and repairing supports. Few days ago about 1,000 cars had been snowed in and people in cars shuddered with cold and fright for 14 hours on the Honam Expressway. It is beyond excuse that the accident happened due to simultaneity of traffic accident and sudden heavy snowfall, because same kind of paralyzing the traffic had happened on the Seoul-Busan Expressway last March. How long will the government attempt to justify its disaster insensibility as uncontrollable natural disaster. The government organized the National Emergency Management Agency last June in order to unify disaster and safety management in its efforts to prepare for disastrous weather change. However, it is wondering if the system had an systematic effect on?this heavy snowfall. The national assembly failing to even hold the standing committee on heavy snow response should be shamed of it and show minimum respect for the nation.
폭설, 피해 예방도 복구 지원도 신속하게
보름 가까이 많은 눈이 내린 호남·제주지역의 폭설 피해가 눈덩이처럼 커지고 있다.
특히 전남지역에 오늘 다시 대설주의보가 발령되는 등 이번주 말까지 눈이 계속된다고 하니 여간 걱정이 아니다.
농가는 축사와 양계장, 비닐하우스 등이 큰 피해를 봤고, 부품 조달이 여의치 않아 삼성전자 등 큰 공장들도 가동을 중단했다고 한다.
1천 곳이 넘는 학교가 휴교했고 공항과 항구도 결항돼 주민 불편도 이만저만이 아니다.
가뜩이나 시름 깊은 농민들이 무너진 비닐하우스를 보며 망연자실하는 모습은 너무 안타깝다.
이번 폭설은 기록적인 강설량뿐 아니라 맹추위와 강풍까지 동반해 피해가 커졌다.
현지 주민과 공무원, 경찰과 군부대까지 나서 복구작업을 하고 있지만, 계속해서 눈이 쌓이고 있어 어려움이 많다.
복구 작업에 나선 공무원이 목숨을 잃는 안타까운 일도 벌어졌다.
정부가 특별재난지역에 준하는 지원에 나선다고 하나 늦은 감이 없지 않다.
중요한 건 재난지역으로 선포하는 형식 절차가 아니라, 시의적절한 방재와 복구 지원이다.
그제는 호남고속도로에서 차량 1천여대가 14시간 동안 눈속에 갇혀 사람들이 추위와 공포에 떨어야 했다.
아무리 교통사고와 기습 폭설이 겹쳤다지만, 지난해 3월 경부고속도로 마비 사태와 똑같은 상황이 되풀이된 것은 변명의 여지가 없다.
도대체 언제까지 ‘불가항력적 자연재해’라며 재해 불감증을 합리화하려는가.
정부는 재앙적 수준의 기상이변에 대비하겠다며 지난해 6월 소방방재청을 만들어 재난·안전관리 시스템을 일원화했다.
이번 폭설 때 이 시스템이 체계적으로 작동했는지 꼼꼼히 따져봐야 할 것이다.
폭설 대책 상임위조차 열지 못한 국회는 국민들에 대한 최소한의 예의라도 지키길 바란다.
