The South Korean government evokes another controversy by not taking a definite stance on dispute over counterfeit dollars and financial sanctions which has long remained between the U.S. and North Korea. Now is the time that the government needs to show more clear judgement and attitude in order that the dispute doesn’t grow unnecessarily. It seems that the Bush administration is sure that the North has forged and circulated dollars. Assistant Secretary of State Christopher Hill, chief negotiator for Six-party talks, stated yesterday the North’s forging dollar is a sure fact and the U.S. is ready to provide the North with hard evidence. A few days ago, the U.S. Department of Treasure, the leading body for financial sanctions on the North Korea, held a meeting with authorities concerns from South Korea, China, and Hong Kong to explain its stance. Given this situation, it is natural that the South Korean government reveal the things’s progress and show its view to the general people. However, it is frustrating that his statements at the yesterday briefing given by foreign minister Ban Ki Moon were only about basic principles.
The government seems to take two positions on that matter. First, this matter should not be related to Six Party’s Talks but be dealt as a law enforcement issue on the North’s illegal behaviors. Second, although it is true that the North is circulating counterfeit dollars, there is only mere evidence that it actually produced them. Concerning the former, the government appeals to the U.S.’s softer one-sided blame which could have an effect on the talk process, and tries to promote a private summit meeting between the North and the U.S., which is right. Also as to the latter, it is proper that the government require the U.S. of hard evidence which the U.S. should take responsibility to demonstrate, for it raised the issue. If there is solid evidence, the international community should take actions because it literally makes a law enforcement matter. Here is also important that the government seek the truth with a calm attitude refraining from being seized by either of both claims. We hope that the government take reasonable action which the nation can believe in.
위폐 논란, 정부 판단은 뭔가
위조 달러와 금융 제재를 둘러싼 논란이 북한과 미국 사이에 오랫동안 이어지는데도 우리 정부는 자세한 설명을 하지 않고 있어 또 다른 논란거리가 되고 있다.
논란이 불필요하게 확대되지 않도록 정부의 좀 더 분명한 판단과 태도가 필요한 때다. 조지 부시 미국 행정부는 북한의 위폐 제조·유통을 확신하는 듯하다.
어제는 6자 회담의 수석대표인 크리스토퍼 힐 국무부 차관보까지 “달러 위조는 분명한 사실”이라며 “증거에 대해 북한에 브리핑할 준비가 돼 있다”고 밝혔다.
며칠 전에는 대북 금융 제재의 주체인 미국 재무부가 한국·중국·홍콩 등 관련국 사람을 워싱턴으로 불러 설명 모임을 열었다.
일이 이 정도 진행됐으면 우리 정부도 진전 상황과 판단을 국민 앞에 공개할 법하다. 그런데 어제 반기문 외교부 장관의 브리핑에서도 원칙적인 언급에 그쳐 답답하다.
정부의 태도는 크게 두 가지로 정리되는 것 같다.
첫째는 “불법행위에 대한 법 집행 차원의 문제이므로 6자 회담과 연계돼서는 안 된다”는 것이고, 둘째는 북한의 위폐 유통은 몰라도 제조는 확실하지 않다는 것이다.
첫째와 관련해 우리 정부는 회담 진행에 영향을 줄 미국의 일방적인 북한 몰아세우기에 대한 자제를 호소하며, 비공식 대표 회동 등 북-미 만남을 추진하고 있다.
이는 타당한 행동이다. 둘째와 관련해서는 미국 쪽에 분명한 증거를 요구하는 것이 옳다. 미국이 먼저 문제를 제기한 이상 입증 책임도 미국 쪽에 있기 때문이다. 확실한 증거가 제시된다면 말 그대로 국제사회가 함께 대응해야 할 법 집행 차원의 문제가 될 수 있다.
양쪽의 주장에 휩쓸리지 않고 진실을 추구하는 냉철한 자세는 여기서도 중요하다. 정부는 국민에게 그런 믿음을 주기를 바란다.
