With the 17th North-South Korean cabinet meeting scheduled to be held in Jeju, it is expected that Jeju, the Island of World Peace, will be remembered all around the world. Through a joint statement at the North-South Korean cabinet meeting held in Pyongyang last week, Jeju was designated to be the venue for the 17th North-South Korean Cabinet Ministers’ Meeting for 4 days from December 13th to 16th. This announcement has heightened Jeju’s expectation and excitement.
The North-South Korean cabinet meeting discusses all types of issues and matters in observance of the June 15 North-South Joint Declaration. The meetings also summarize, mediate and back matters mutually agreed upon in various meetings such as the North-South Red Cross Conference, Inter-Korean Defense Ministers’ Meetings, and North-South Working-Level Meeting for Economic Cooperation.
Jeju has been recognized as a symbolic place for peaceful unification between North and South Korea under the slogan of “From Mt. Halla to Mt. Baekdu.” It was Jeju Island where the leaders from South Korea and the former Soviet Union met during the Cold War and pledged to cooperate, rising above their different ideologies. Since June 15th, several North-South Defense Ministers’ Meetings and ministerial level talks have been held in Jeju, which has brought Jeju into the limelight as a stage for seeking reconciliation and cooperation between North and South at home and abroad. Jeju has been at the front of North-South exchange activities such as sending Jeju oranges and carrots, and holding a North-South Peace Festival. It is significantly meaningful in that if the North-South Korean meeting is held in Jeju it will be the first time to hold a scheduled meeting since the government declared Jeju as the Island of World Peace.
What if Jeju is permanently declared as a venue for North-South summits, much like the way dispersed family members are reunited regularly at Mt. Geumgang? Additionally, a few days ago, a 6-party meeting dramatically came to settlement on the North Korean nuke issue, overcoming the largest stumbling block on the road to peace. There is no more suitable place than Jeju, the Peace Island, for opening a new chapter in the relationship between North and South Korea.
제주서 열릴 '남북장관급회담'
제17차 남북장관급회담이 제주에서 열리게 돼 ‘세계 평화의 섬, 제주’를 전 세계에 각인 시키는 계기가 될 것으로 기대되고 있다.
지난주 평양에서 있었던 남북장관급회담은 공동보도문을 통해 오는 12월 13일부터 16일까지 열릴 예정인 제17차 남북장관급회담의 개최장소로 제주를 지명함에 따라 이 같은 기대감이 한껏 높아지고 있다.
남북장관급회담은 ‘6·15 남북공동선언’ 이행에 따른 제반 문제를 협의해 나가는 기능을 수행하는 회담으로 남북적십자회담을 비롯해 남북국방장관회담, 남북경협실무접촉 등 여러 분야에서 합의된 사항들의 이행을 총괄, 조정하고 지원하는 역할을 한다.
따라서 이런 회담을 제주 세계 평화의 섬에서 연다는 것은 어찌 보면 당연한 일이다.
흔히 제주는 ‘한라에서 백두까지’라는 구호에서 보듯이 남북의 평화통일을 상징하는 땅으로 인식되어 왔다.
냉전시절 한·소 정상이 이념을 초월해 협력을 다짐했던 곳도 제주였으며, 6·15 이후에는 제주에서 이미 남북국방장관회담과 장관급회담이 한 차례씩 열린 바도 있어 남북 화해와 협력을 모색하는 무대로 내외에 널리 부각돼 왔다.
특히 제주도는 감귤, 당근 보내기 운동을 벌이는 한편 남북평화축전을 개최하는 등 남북교류에 국내 어느 지역보다 앞장 서 왔을 뿐 아니라, 이번 회담이 열릴 경우 정부가 공식적으로 세계 평화의 섬으로 선포한 이후 제주에서 처음 열리는 남북회담이란 점에서도 그 의의는 크다고 하겠다.
차제에 이산가족 상봉이 상시 금강산에서 이뤄지듯이 남북회담 장소를 제주로 못 박으면 어떨까.
그렇지 않아도 엊그제 6자 회담이 극적으로 타결돼 평화의 최대 걸림돌인 북핵 문제의 돌파구가 열린 시점이기도 하므로 남북관계의 새로운 전기를 마련하는 데 있어 평화의 섬 제주보다 더 알맞은 장소는 없지 않을까 생각된다. <본지 9월 21일 사설>
