Open Education Need Not be Feared
Since the Jeju Autonomy Master Plan was made public, local education groups have been divided in their opinion on the education sector included in the master plan. In regard to the education sector stated in the plan, the point at issue is open education. The essential features in the proposal are to arrange legal systems for attracting excellent international educational institutes, to permit branch schools of international education institutes to be established in elementary and middle schools, and to operate an international baccalaureate system and assistant program for admission to universities in the U.S.A.
The Educational Institute Association consisting of 23 local education institutes wishing to strengthen public education in Jeju stands against the proposal of open education. Superintendent of Education Yang, Sung-an basically supports the proposal, while stating that he suggests postponing implementation until circumstances improved. On the contrary, some say that open education is inevitable if we want to beef up international competitiveness in the education sector, guarantee educational choices, and secure educational diversity. We back open education as well.
That is because we believe education should free itself from the standardization which produces cookie-cutter students. Various educational infrastructures are essential to enhance the national competitive power in order to nurture people of ability in diverse sectors. For this reason, we should welcome the possibility that international schools will be established in the Free International City and nurture bright students with potential while competing with local schools at home. Jeju does not need to fear that they might fall behind in competition with international institutes. Jeju should face up to it.
In order to do so, immediate changes have to be made to public education more than anything else. Due to our fear of an open education market, we have been satisfied with the status quo of the current education system. Too long have we had the narrow outlook of a big fish in a little pond. It is time to change and move forward. Public education should not produce standardized intellect the way we produce cookies. We are in favor of the proposal for open education supported by Jeju autonomy, since we believe that the future of Jeju is secured only when intellect of our brightest students is nurtured through changes in the Jeju education system.
교육개방 두려워할 이유가 없다
제주특별자치도 기본계획안 발표 후 기본계획안에 포함된 교육 관련부분과 관련해 도내 교육계의 의견이 분분하다.
특별자치도 기본계획안에 포함된 교육관련 부분의 핵심쟁점은 ‘교육개방’이다.
우수 외국교육기관 유치를 위한 법적 제도적 정비, 초중등 교육에서 외국 교육기관 분교 설립허용, 국제공통 대학 입학자격(IB) 및 미국대학의 입학 편의 제공 프로그램(AP) 운영 등이 교육개방 내용의 주요골자다.
이같은 교육개방에 대해 도내 23개 교육관련 단체로 구성된 제주특별자치도 공교육 강화를 위한 교육단체 협의회는 ‘절대 반대’를 외치고 있고 양성언 교육감 등은 ‘원칙적 찬성, 여건 족 때 까지 시행기간 연장’을 표명하고 있다.
또 일각에서는 교육의 국제 경쟁력 강화와 교육선택권 보장, 그리고 교육의 다양성 확보를 위해 교육개방이 불가피 하다는 의견도 상당수다.
우리도 교육개방문제에서는 찬성쪽에 손을 들고 싶다.
교육은 벽돌공장에서 벽돌을 찍어내거나 붕어빵 식의 천편일률적 학생들을 만들어 내는 획일성에서 벗어나야 한다는 믿음 때문이다.
다양한 인재를 양성하여 국가경쟁력을 높이기 위해서는 다양한 교육 인프라가 필수적이다. 그렇다면 국제자유도시인 제주도에 외국학교가 들어와 국내 학교와 경쟁하며 우수한 인재를 양성하는 것을 싫어할 이유는 없다. 제주교육이 외국학교와의 경쟁에서 뒤질 이유도 없다. 당당히 맞서야 한다.
이를 위해서는 공교육의 변화가 시급하다. 언제까지 평준화의 덫에서 헤어나지 못하며 붕어빵 찍어내듯 획일적 인재만 양성할 것인가. 교육개방이 두려워 언제까지 ‘우물 안 개구리 식’ 붕어빵 교육에 안주 할 것인가.
우리가 특별자치도의 교육개방에 찬성하는 것은 제주교육의 변화를 통해 경쟁력 있는 인재를 양성해야 제주의 미래를 기약할 수 있다는 믿음 때문이다.
