The Asiana Pilots’ strike has caused cancellations of international flights, which is resulting in falling international confidence of the Korean economy as well as air carriers. The carrier said that the cancellation of the cargo flights that carry exports as well as semiconductors might cause damage to the economy. It is distressing that international flights have been cancelled which have hindered the transportation of major exports. On top of this, Korean Air’s pilots also seem geared for a strike.
The bottom line is that the situation will not be solved if discussion involves only the falling of international confidence and economic loss brought on by the strike. In addition, some in the ruling party suggest that a limit should be put on the three primary rights of laborers, which will actually worsen the situation. Whenever a strike becomes an issue, Koreans are accustomed to a climate that lays all the responsibilities at the feet of the labor union. In principle, the responsibility for losses incurred from the strike should be laid on both labor and management.
The same goes for the Asiana Airline strike. When the strike is painted as a selfish demand by “aristocratic laborers” who earn large sums of money, it is impossible to engage in a dialogue. Since pilots are wage earners, they have the right to collective action as a primary right guaranteed by the Constitution. The welfare-related provisions that pilots demanded at the early stage of the negotiations have already withdrawn. The point now at issue is operation safety. The airline is brushing off pilots’ demands, maintaining that the pilots are already taking enough rest. However, the more important thing is that they are actually complaining about fatigue.
Aircraft crashes, which used to occur frequently in the past, have reduced in frequency since the pilots’ union was set up. This fact implies many much. A safe flight is everyone’s right. If the airline management is engrossed in fanning the fires of public sentiment and takes advantage of it to tackle labor negotiations, it will be hard for management to avoid responsibility for the falling international confidence and economic loss incurred by the strike. In turn, the union should also take the attitude of completely ensuring safe flights rather than acquiring all it wants in one rush. Which side takes an inactive approach and avoids negotiation remains to be seen.
'조종사 파업' 서둘러 대화로 해결하라
아시아나항공 조종사노조 파업이 이어지면서 국제선까지 결항이 발생해 항공사는 물론, 한국경제의 대외 신인도가 떨어지고 있다. 항공사 쪽은 반도체를 비롯한 수출품을 운송할 화물기가 결항돼 경제적 피해가 우려된다고 강조했다. 국제선이 결항되고 주요 수출품 운송이 차질을 빚는 상황은 무척 안타까운 일이다. 더구나 대한항공 조종사들도 파업에 전면 가세할 움직임을 보이고 있다.
문제는 신인도 추락과 경제 피해만 강조해서는 아무 것도 해결할 수 없다는 데 있다. 더구나 여당 일각에서 노동삼권 제한을 거론하는 것은 외려 불을 지르는 격이다. 우리 사회는 파업이 불거질 때마다 모든 책임을 노조에 묻는 ‘문화’에 익숙해 있다. 하지만 원론적으로도 파업 손실의 책임은 노사 양쪽에 있다.
아시아나 파업도 마찬가지다. 고액 임금자들의 이기적 요구라며 ‘노동귀족’으로 몰아치는 식으로 파업을 인식할 때, 대화는 원천적으로 불가능하다.
조종사들도 임금 노동자이기에 단체행동권은 헌법이 보장한 기본권이다. 조종사들은 교섭 초기에 복지 차원에서 요구했던 조항들을 이미 철회했다. 현재 쟁점은 안전운항이다. 사용자 쪽은 조종사들 휴식이 충분하다며 일축하지만, 중요한 것은 정작 조종사들이 피로감을 호소하고 있다는 점이다.
과거에 잦았던 항공사고가 조종사노조 설립 뒤에 사라진 것은 시사하는 바가 많다. 안전운항은 국민의 생명권 문제다.
만일 사용자 쪽이 자극적인 여론몰이에만 몰두하고 그를 이용해 교섭에 불성실하게 임한다면, 항공파업으로 인한 대외신인도 추락과 경제적 피해의 책임은 사용자 쪽에 돌아갈 수밖에 없다. 노조 또한 모든 걸 단숨에 얻으려기보다 안전운항을 확실히 책임지겠다는 자세를 보여야 한다. 누가 교섭을 회피하거나 소극적인지 지켜볼 때다.
