How long will the Roh administration’s negligent treatment for Jeju last The hope of relocating large sized-public agencies to Jeju has ended up being just a pipe dream.
Yesterday the central government announced a confirmed proposal to move 177 public agencies in the capital area to other regions. According to the proposal, the Korea Foundation and National Tax Officials Training Institute are moving to Jeju.
With consideration of Jeju’s geographical location, Jeju strongly pushed ahead with a plan to induce the Korea National Tourism Organization (KNTO) to move here, but the KNTO will be going to Gangwon Province. Jeju Province is even excluded from the relocation of 10 public agencies.
Failure to attract KNTO seems to be another setback to the Innovative City Establishment Project. The National Tourism Corporation has 340 employees at its head office, and the local taxes paid alone amounted to 582 million at the end of the last fiscal year. On the contrary, organizations that are moving to Jeju such as international exchange institutes and training institutes have not only a small number of employees but also little budget to contribute to Jeju. They are, in a word, weak institutions. They seem to be inserted into the relocation project to seemingly make it look good. It is like the government is trying ‘pulling the wool over Jeju islanders’ eyes.
Looking into this case, it is obvious that principles of power and politics have been playing a role. The biggest state-run institute, the Korean Electric Power Corporation will be moving to Kwangju, the Korea National Housing
Corporation to South Kyongsang Province, the Korea Land Corporation to North Jeolla Province, and the Korea Highway Corporation to North Kyongsang Province. Just looking at the way that major public agencies and institutes have been allocated to other regions, one can hardly help but comment that political influence played a major role.
This conduct has been criticized as buying votes from the regions that receive the benefits. It is strange that the KNTO is not relocated to Jeju, which is recognized as the crown of Korean tourism. As a free international city, the tourism industry in Jeju should be regarded as more important than that of any other region.
Whenever important policy decisions need to be made such as appointing a venue for APEC and international government forums, the incumbent government has repeatedly treated Jeju negligently. Additionally, the
government emphasizes the favor done to Jeju by giving it the label of Jeju Free International City or Autonomy. However, it is undermining the exclusive status of Jeju by mass-producing similar statuses in other regions.
It is ridiculous if the government is discussing balanced regional development and decentralization amid these current practices. The government should not continue to make a fool of Jeju islanders.
‘제주홀대’어디까지인가
참여정부의 제주 홀대는 어디까지인가. 대형 공공기관의 제주이전이 결국 ‘희망사항’에 그쳤기에 하는 말이다.
정부가 어제 확정 발표한 수도권 177개 공공기관 지방 이전 안을 보면 제주에는 국제교류재단과 국세공무원교육원 등이 오는 것으로 돼 있다.
제주도가 제주의 입지를 고려, 그 동안 이전을 강력하게 추진했던 한국관광공사는 강원도로 가게돼 제주도는 10대 공공기관 이전에서도 제외되고 또 다시 관광공사를 놓친 셈으로 ‘혁신도시 건설사업’마저 차질을 빚게될 것으로 보인다.
한국관광공사의 경우 본사 인원이 340명이고 지난해 말 기준 지방세 납부 액만 5억8200만 원에 이르지만, 제주로 이전하는 것으로 돼 있는 국제교류기구나 교육연수기관들은 인원도 미미할 뿐 아니라 지역에 기여할만한 예산도 없는 시쳇말로 ‘힘없는’ 기관들이다. 구색 갖추기를 위한 끼워 넣기로 ‘눈 가리고 아웅’ 하는 격이다.
따지고 보면 이번에도 정치의 논리, 힘의 논리가 작용했음이 분명하다. 최대 공기업인 한국전력이 광주로 가고 주택공사는 경남, 토지공사는 전북, 도로공사는 경북 하는 식으로 거대 공공기관을 배정한 것만 봐도 ‘정치적 배려’에 의하지 않은 것이라고 말할 수는 없을 것이다.
특정지역의 표심을 의식한 몰아주기 식 작태가 아니냐는 말이 나오는 것도 다 그 때문이다. ‘한국 관광의 메카’로 자타가 인정하고 국제자유도시로 어느 지역보다 관광산업이 중요시되는 제주에 관광공사를 제외한 처사도 마찬가지다.
이 정부는 APEC 개최지 선정과정이나 정부혁신 세계포럼 개최지 선정을 비롯, 중요한 정책 결정 때마다 제주 홀대를 되풀이해 왔다. 게다가 국제자유도시니 특별자치도니 하며 생색을 내고 있지만 다른 지방에 유사한 것을 양산해 제주만의 독점적 지위를 흔들고 있지 않은가.
이러면서 국가균형발전이니 지방분권이니를 논한다면 우스운 노릇이다. 더 이상 제주도민들을 우롱하지 말기 바란다.
