Over the past 30 years, the issue of a cableway on Mt. Halla has persistently drawn a lot of attention, dividing public opinion among Jeju residents. The issue has finally been put to rest.
Governor, Kim Tae whan officially announced on the 14th of this month that “constructing the cableways in Mt. Halla National Park is not feasible.”
The decision against the cableway was made after a task force team studied the feasibility of the project. The team examined the soil features, vegetation and scenery of Mt. Halla and concluded that constructing cableways inside the national park violates the Ministry of Environment’s assessment and operating policy for national parks.
However, after putting this issue to rest, the Jeju government is being criticized for raising yet another controversial issue. It has been revealed that a feasibility study is currently underway for the construction of a monorail system on the 1100 road on Mt. Halla.
There is some criticism that the government may be trying to use some shabby method to swap cableways on Mt. Halla for monorails on the 1100 road.
Certainly, the government announced clearly that it will make a decision on the pros and cons of the monorail project through an accurate examination of the project’s economic efficiency, security and environmental impact. However, when the controversy over the cableway is almost put to an end, raising the monorail issue is inappropriate in terms of timing and logic.
In any case, putting an end to the controversy which has dragged on for the past 30 years should be welcomed.
This wasteful debate has hindered development in Jeju, divided public opinion, brought confrontations between opposing sides and not made any contribution to Jeju Islanders’ unity.
The emerging issue of the monorail system should not dilute the end of the dispute on the cableway.
케이블카 논쟁, 종지부찍었지만
30여년동안 끈질기게 도민적 찬반논란과 여론분열로 제주 최대의 이슈로 부각돼 왔던 한라산 케이블카 문제가 드디어 종지부를 찍었다.
김태환 지사가 14일 “국립공원내 케이블카 설치는 불가능 하다”고 공식적으로 못을 박았기 때문이다.
이 같은 ‘불가 방침’은 ‘한라산 삭도설치 타당성 검토를 위한 태스크 포스팀의 한라산 지질을 비롯해 식생, 경관 등의 분야에서 환경부의 자연공원내 삭도설치 검토 및 운영지침에 저촉되므로 설치 불가 결론’에 따른 것이다.
그러나 한라산 케이블카 불가방침과 달리 한라산 1100고로 모노레일카 설치를 검토하고 있는 것으로 알려지면서 도당국이 또다시 논란거리를 만들고 있다는 지적도 만만치 않다.
“한라산 케이블카와 1100도로 모노레일카을 맞바꾸기 위한 꼼수를 두는 것 아니냐”는 시각이 그것이다.
물론 도당국은 1100도로 모노레일카는 철저한 경제성과 안정성 분석, 환경영향 등을 정밀분석하여 가부를 판단할 것이라고 밝히고 있지만 한라산 케이블카 논쟁을 끝내는 시점에서 모노레일카 문제를 들고 나온 것은 시기적으로나 상황논리상 적절치 않다는 의견들이 우세하다.
아무튼 한라산 케이블카 30년 논쟁을 잠재운 것은 환영할 만한 일이다.
소모적 논쟁으로 제주발전을 저해해 왔고 여론분열과 찬 반 양측의 대립으로 도민화합에 도움을 주지 못해 왔기 때문이다.
불거지는 모노레일카 문제가 한라산 케이블카 논쟁 종식을 희석시키는 일이 되어서는 안 될 것이다.
