There is high expectation that the National Typhoon Center will be built in Jeju. The center will help reduce the impact of natural disasters through quicker and more precise storm prediction.
An average of 2 or 3 major typhoons hit Korea yearly. In some years, this number can be as high as 4 or 5. Most of these typhoons pass through Jeju, which is why Jeju is referred to as a bend in the road of the path of the typhoons.
The reality is that our information on typhoons and our ability to analyze the data lags far behind that of meteorologically advanced nations, resulting in increased damages and losses because immediate measures are not taken.
The fact that the National Typhoon Center is to be established under these circumstances is desirable, since high-end equipment well-matched for the center will be set up. With this equipment precise information will be gathered from the region closest to the typhoon route.
Starting next year, construction of the center will begin on the southern slope of Mt. Halla and will be completed in 2009. It will track and monitor the complete path of all typhoons originating in the northwest Pacific from the moment of their formation to their dissipation, collecting and analyzing data and using it to predict future storms.
It was announced that the center will build up a database on typhoons and a typhoon modeling system from which they can use to accurately predict future disasters.
In fact, America operates the Joint Typhoon Warning Center in Hawaii and the National Hurricane Center in Miami. Japan also forecasts typhoons relatively precisely through the Tokyo Typhoon Center. However, Korea is still having difficulty predicting typhoons because no agency exists yet to conduct professional research and trace typhoons.
If the National Typhoon Center is established in Jeju, it will serve as a first line of defense and make a significant contribution to minimizing loss of human lives and property damages. As a coincidence, it has just been reported that the fourth typhoon, Nesat, is now moving towards the north.
제주에 세워질 '국가태풍센터'
제주에 ‘국가태풍센터’가 세워진다니 기대가 크다. 태풍 예보를 보다 빠르고 정확하게 할 수 있어 재해를 줄이는데 도움이 될 것이기 때문이다.
우리 나라에 영향을 미치는 태풍은 연 평균 2~3개, 많을 때는 4~5개에 이르기도 하는 데, 이들 태풍 대부분이 제주를 거쳐간다. 그래서 제주를 일컬어 ‘태풍의 길목’이라고 하는 것이다.
그러나 이들 태풍에 대한 정보나 분석능력 등은 선진국에 비해 많이 뒤떨어져 있는 게 사실이다. 그 만큼 태풍에 신속하게 대처하지 못해 피해도 늘어나고 있는 것이다.
이런 상황에서 제주에 국가태풍센터가 설치된다는 것은 그에 걸 맞는 최첨단 장비를 갖추고 태풍의 진로에 가장 가까운 곳에서 태풍에 관한 정확한 정보를 얻을 수 있다는 점에서 매우 고무적인 일이다.
내년부터 2009년까지 산남 지역에 세워지는 이 태풍센터는 북서태평양에서 발생하는 모든 태풍을 발생 시부터 소멸될 때까지 전 과정을 추적 감시하고 그 상황을 분석, 예보하게 된다.
또 태풍에 관한 데이터 베이스를 구축하고 태풍의 모델 연구를 통해 수반되는 재해를 정확히 예측하게 될 것이라고 한다.
사실 미국의 경우 하와이에 합동 ‘태풍경보센터’와 마이애미에 허리케인예보센터를 운영하고 있으며, 일본도 ‘도쿄태풍센터’를 통해 태풍을 비교적 정확히 예측하고 있지만 우리 나라는 아직도 전문적으로 태풍을 연구하고 추적하는 기구가 없어 태풍 예보에 어려움을 겪고 있다.
이제 태풍의 전초기지인 제주에 국가태풍센터가 세워지면 이들 기상 선진국의 태풍센터와 같은 기능을 수행하게 돼 태풍으로 인한 인명 및 재산 피해를 최소화하는데 크게 기여하게 될 것으로 기대된다. 그렇지 않아도 지금 제4호 태풍 ‘네삿’이 북상하고 있다는 소식이다.
