North Korea has had an outbreak of the bird flu virus. North Korean media said the outbreak occurred at two or three chicken farms. However, it is thought to be more than that, considering that a quite a few days have passed since it was first reported. The North Korea Government itself is raising chickens intensively to address the food shortage. If chicken supplies are stopped, it is possible that a food shortage problem will develop. Besides, it is rare that the media has reported related news continuously.
It was appropriate for the South Korean government to offer assistance through technology and equipment for prevention of epidemics in North Korea. North Korea should also prevent the bird flu from spreading in the early stages by actively accepting aid from South Korea as well as the international community, as was the case with the train disaster at Ryongchun station in April of last year. Moreover, South Korea should step up the quarantine and prevention measures against the diseaseat home for people as well as vehicles traveling back and forth from Gaesung or Mt. Kumgang. There is no choice but to keep prohibiting the importation of poultry raised in North Korea until this problem is solved. The outbreak of a bird flu virus in Chungbuk Province at the end of 2003 that sent a shock through the country is still fresh in our memory.
Taking this incident as a starting point, we need to look into plans to set up a system by which North and South Korea can collaboratively cope with all kinds of large disasters and accidents on the Korean Peninsula. Unless the whole Korean Peninsula acts as one unit to deal with natural disastersand epidemics, especially typhoons, floods and droughts, greater damage and harm are likely to result. It will be beneficial for North Korea to cooperate with South Korea rather than to hide or address these matters internally.
Besides, it will help to improve their international image.
This outbreak reconfirms the importance of resuming contact between the North and South Korean governments as soon as possible. This is all the more important since the North Korean Government has virtually been disconnected since the second half of last year. In addition to this case, there are quite a few affairs requiring cooperation between North and South Korea. Settingaside their differences, contact between the two is essential in order for each country to begin to resolve their own interests for the mutual benefit of both nations. It is hoped that not only contact to prevent the bird flu virus from proliferating but also smooth inter-Korean-talks will resume.

북한 조류독감과 남북 협력체제
북한에서 조류독감이 발생했다. 북한 언론은 평양의 두셋 닭공장에서 발생했다고 하지만 이미 상당한 시일이 지난 것으로 봐서 그 이상일 가능성이 높다. 북한은 먹는 문제 해결을 위해 국가 차원에서 집약적으로 닭을 키우고 있어 닭고기 공급이 중단되면 식량난으로 번질 수도 있다. 언론이 연이어 관련 소식을 내보내는 것도 예전에 없던 일이다.
우리 정부가 방역을 위한 기술과 장비를 북쪽에 지원하겠다고 제안한 것은 당연하다. 북한도 지난해 4월 용천역 참사 때처럼 남쪽과 국제사회의 지원을 적극적으로 받아들여 조류독감의 확산을 조기에 막아야 할 것이다. 국내에서도 개성과 금강산을 오가는 사람과 차를 포함해 검역과 방역 작업을 강화해야 할 것은 물론이다. 북한산 가금류에 대한 반입 금지 조처도 사태가 진정될 때까지 계속될 수밖에 없다. 2003년 말 충북에서 발생한 조류독감이 전국 곳곳으로 확산돼 심각한 ‘닭 파동’이 일어난 기억이 아직도 생생하다.
이번 일을 계기로 한반도에서 일어나는 각종 대형 재난과 사고에 남북이 함께 대처할 수 있는 체제를 구축하는 방안을 검토해볼 필요가 있다. 특히 태풍홍수가뭄 등 천재지변과 전염병은 한반도 전체를 하나의 단위로 놓고 대처하지 않으면 피해가 커지기가 쉽다. 북한도 이런 문제에서는 감추거나 혼자 해결하려 하기보다는 서로 협력하는 쪽이 훨씬 낫다. 아울러 대외적인 이미지를 개선하는 효과도 얻을 수 있을 것이다.
이번 일은 지난해 중반 이후 사실상 끊긴 남북 당국 접촉을 하루빨리 재개해야 할 당위성을 다시 확인시켜준다. 남북한 사이에는 이번처럼 서로 협력해야 할 일이 한둘 아니다. 이견이 심한 사안은 일단 젖혀놓더라도 서로 이익이 되는 일부터 차근차근 해나가기 위해서는 당국간 접촉이 필수적이다. 조류독감 확산 방지를 위한 접촉뿐만 아니라 다른 남북 대화도 순조롭게 재개되기를 기대한다. <한겨레 신문 2005년 3월 28일자 사설>
