Joint investigation needed to resolve Geumgang incident

The funeral for the South Korean tourist known by her surname, Park, shot and killed by a North Korean sentry on July 11th, took place yesterday. Today marks six days since the incident, and yet nothing has changed about the North’s attitude in refusing to allow a joint inquiry and in instead demanding that the South apologize for what happened. Yoon Man-joon, the president of Hyundai Asian, the business concern behind the Mount Geumgang (Kumgang) tourism enterprise, is the only Southerner who has been able to meet with the Northerners, but he returned yesterday having been unable to accomplish anything. We again strongly call on the North to have a change of attitude.

  If you piece together witness statements so far, there is a big difference from the official statement released July 12 by the North Korean government agency responsible for Mount Geumgang. To begin with, the North says Park was shot at 4:50 a.m., but Southern tourists say they heard the shots at 5:20 a.m. Sunrise was at about 5:11 a.m., so that difference of thirty minutes is very important. The North says warning shots were fired, but none of the tourists say they heard them. Its claim that Park went “far into the military zone” is also questionable given her walking speed and the place she died. In other words, the only thing one can be sure about is that Park was shot by two bullets and died while less than 200 meters into the military area.

  It is of course very unlikely there is going to be any change to the fact the North Korean sentry overreacted, even if there is an inquiry. No one has the right to shoot real bullets at a civilian out for a walk on the beach in a tourist zone. It goes directly against the principle of humanitarianism and goes against an agreement between North and South Korea relating to Geumgang. The reason there nevertheless needs to be a responsible fact-finding inquiry is because only by knowing the accurate facts can all the questions be put to rest and can we then formulate a plan for preventing something similar from happening again. If because of the inquiry someone is found to have done something wrong, then all that has to be done is clearly recognize as much and take the necessary action. If the North refuses to do as much to the very end, the suspicion will inevitably be that its actions were intentional. You cannot prevent with a shovel what you could have prevented earlier with a hoe.

  Right now the atmosphere seems to be that the situation is going to be a drawn-out one. Mount Geumgang tourism and other areas of inter-Korean relations will be influenced in ways big and small as time goes on, and that would not be desirable for either side. It is also clear that this will significantly hurt the North’s image internationally. Trust is something that is easy to lose and hard to learn. We hope the North gives good thought to what the wiser course of action would be.

책임있는 진상조사 없이는 사태 못 푼다

  지난 11일 북쪽 초병의 총에 맞아 숨진 금강산 관광객 박아무개씨의 영결식이 어제 치러졌다. 오늘로 사건 발생 엿새째지만, 합동 진상조사를 거부하고 오히려 사과를 요구하는 북쪽 태도는 바뀐 것이 없다. 금강산 관광사업의 주체인 현대아산의 윤만준 사장이 유일하게 북쪽 당국자와 만났으나 어제 별 성과 없이 돌아왔다. 다시 한번 북쪽의 태도 변화를 강력하게 촉구한다.

  지금까지 나온 증언을 종합해 보면, 북쪽이 지난 12일 명승지종합개발지도국 담화를 통해 주장한 사건 내용과 큰 차이가 있다. 우선 북쪽은 박씨가 새벽 4시50분에 피격됐다고 말하고 있으나 관광객들은 5시20분께 총소리를 들었다고 증언한다. 당일 일출 시각이 5시11분쯤이어서 이 30분 차이는 상당히 중요하다. 북쪽은 또 공포탄을 쏘면서 거듭 서라고 했다지만 공포탄 발사 소리를 들은 관광객은 아무도 없다. 박씨가 ‘군사통제구역 깊이까지’ 들어갔다는 북쪽 주장도 박씨의 발걸음 속도와 숨진 위치 등으로 볼 때 신빙성이 떨어진다. 곧, 이번 사건과 관련해 확실한 사실은 박씨가 군사통제구역 200m 안쪽에서 총알 두 발을 맞고 숨졌다는 것뿐이다.

  물론 진상조사를 하더라도 북쪽 초병이 과잉대응한 사실이 바뀔 가능성은 아주 작다. 금강산 관광지 해변에서 산책하는 민간인 여성에게 실탄을 발사할 권리는 누구에게도 없다. 이는 남북간 합의서에 어긋나고 인도주의 원칙에도 정면으로 위배된다. 그럼에도, 책임있는 진상조사가 필요한 이유는 정확한 사실을 알아야 한점 의혹이 없도록 시시비비를 가리고 재발 방지책을 마련할 수 있기 때문이다. 조사 결과 누구든 잘못이 드러나면 깨끗하게 인정하고 필요한 조처를 취하면 된다. 이렇게 하지 않고 북쪽이 끝까지 진상조사를 거부한다면 의도적으로 이번 일을 저질렀다는 의심을 받을 수밖에 없다. 호미로 막을 일을 가래로도 못 막게 되는 것이다.

  지금으로선 사태가 장기화할 수도 있는 분위기다. 시간이 지날수록 이미 중단된 금강산 관광뿐만 아니라 다른 남북관계도 크고 작은 영향을 받게 될 것이다. 이는 남북에 두루 바람직하지 않다. 북쪽의 대외 이미지 또한 크게 나빠질 것임이 분명하다. 신뢰를 잃기는 쉬워도 얻기는 어려운 법이다. 북쪽은 어떻게 하는 게 현명한 길인지 잘 생각하길 바란다.
