Travel Budget to Increse

In the audit of the administrative affairs for Jeju City, city councils criticized next year’s budget which contains increased overseas traveling expenses for government officials.  In a situation where city finances are insufficient and citizens have suffered from a slump in the economy, this budget increase for overseas traveling expenses should be condemned.
The economy of Jeju City is very unstable. This can easily be seen in the numbers of street vendors springing up like mushrooms after rain in an attempt to make a living. Jeju City has been clamping down on street vendors. The number of notification letters which have been issued has reached 5108 cases as of October of this year. This makes for a monthly average of more than 500 cases.  The street vendors who have been issued tickets under this clampdown have increased, clearly showing that the economy of Jeju City is in a bad situation.           
This game of tag between street vendors and regulating government officials will never stop. Under these circumstances, officials have increased overseas traveling expenses and ignored the reality of citizens who have difficulty in meeting basic living costs. This can hardly be called an appropriate attitude for public officials.
Jeju City said that majority of overseas training workshops are planned by the central government and are part of an expanding project because Jeju is pursuing a free international city.  However, this is nothing more than a poor excuse.
In this global era, it might well be necessary and recommended for officials to expand their knowledge and see new things overseas.  However, because the overseas expenses are appropriated from taxpayers’ money, officials need to adjust their attitude on the issue considering the reality of the current situation. This is called an officials’ attitude, at least if they are working for the citizens.  

경제 고달픈데 해외여행비 증액이라니

제주시에 대한 행정사무감사에서 시의원들은 편성된 내년 예산안에 공무원 해외 여비가 증액된 것을 비판했다.
시 재정이 넉넉치 않고 심각한 경기침체로 시민들이 어려움을 겪고 있는데 공무원들이 시민혈세로 해외나들이나 하겠다고 예산을 증액해서 되겠느냐는 질책이었다. 시의원들의 질책은 당연하다.
지금 제주시지역 경제는 매우 어려운 형편이다. 거리에 나서보면 알수 있다.
생계형 노점상이 우후죽순격으로 늘어나는 것만봐도 알수 있다.
제주시가 올들어 10월까지 생계형 노점상을 단속하여 계고장을 발부한 건수만도 5108건에 이르고 있다. 한 달 평균 500건을 넘고 있다.
생존을 위해 이 같은 노점상이 늘고 단속건수가 증가한다는 것은 바로 제주시내 경제가 그만큼 어렵다는 반증이다.
그래서 생계형 노점상과 이를 단속하는 공무원간의 술레잡기식 ‘도망과 추격전’이 계속되고 있는 것이다.
이런 팍팍한 현실에서 공무원들이 고단한 서민들의 삶은 외면하고 사실상 해외여행 경비나 다름없는 해외여비를 증액했다는 것은 아무래도 현실을 제대로 인식하지 못하는 공직자세라 아니할 수 없다.
제주시측은 “공무원 해외연수는 중앙 계획에 의한 것이 많고 제주가 국제자유도시를 지향하고 있기 때문에 확대하고 있는 사업”이라고 말하고 있지만 이는 변명을 위한 변명에 지나지 않는다.
물론 글로벌 시대에 공직자들이 해외견문을 넓히는 것은 필요하고 권장할만한 일이다.
아무리 그렇더라도 시민세금으로 지불되는 해외 여비라면 시대적 상황과  현실을 감안해서 조정하는 슬기가 필요하다.
적어도 시민을 위한 공직에서라면 그렇다. 반성 있기바란다.
