First Foreign Investment Attrated

The Jeju Province signed a the ‘Agreement of Convention Hotel Investment and Administrative Support” on the 7th of November with JID Corporation, a local subsidiary of Targalder International Inc.  JID will push through tourism business consisting of construction of a 350 unit high-end condominium, and a 350 room Convention Anchor Hotel by investing KRW170 billion over the next 3 years in accordance with the agreement.  In the exchange for the tourism businesses project, the corporation has already paid 10% of the purchase deposit on the building site (1.65 billion). This is the first signed foreign investment contact that Jeju  Province has been longing for since 2002 when the Special Act on Jeju Free International City began to take effect /started to execute. Since 2002 when the Special Act on Jeju Free International City began to take effect, this is the longed for first signed foreign investment contact that Jeju  Province has secured.              
In reality, Jeju has made a great effort to attract foreign investment since the Special Act on Jeju Free International City was implemented.  Jeju concentrated on management such as presenting workshops for foreign investment attraction while visiting possible companies or individuals.  Exchanging opinion letters stopped short of attracting real foreign investments, ending up sounding each other’s opinions/views.  Because of previous unsatisfactory results, the agreement of investment and administrative support concluded with JID has significant meaning for Jeju.  
Hong Kong is a model free international city for Jeju, and Jeju has pushed through the “Honggapore Project.”   It means so much for Jeju to attract investment based in Hong Kong.   To successfully accomplish the agreement in the tourism sector with JID Corporation, which has Hong-Kong background is in line with the strategy of Chinese tourist attraction.          
Through analyzing the process of the successful attraction of foreign investment, Jeju Government should develop methods and know-how to manage and attract further foreign investment. However, even though there is an urgent need to attract foreign investment, it is more important that investment contracts be realized based on credibility and truthfulness through careful capital analysis. At the same time, Jeju Government should provide suitable conditions and incentives for attracting large domestic capital rather than only cling to foreign capital. This will help create a stepping-stone for the domestic capital market, which is another positive accomplishment of the attraction of foreign investment.

첫 외자유치 성사가 주는 의미

제주도가 7일 홍콩계 화교자본인 JID(대표. 천카쩐)와 ‘컨벤션 호텔 투자 및 행정지원 협약’을 체결했다.
이에따라 JID는 향후 3년간 1700억원을 투입, 고급콘도 350실, 컨벤션 엥커 특급호텔 350실 규모의 관광사업을 추진한다는 조건으로 부지구입 계약금 10%(16억5천만원)까지 지급했다.
이로써 제주도는 2002년 제주국제자유도시 특별법 시행이후 그토록 목말라 하던 외자유치를 사실상 처음으로 성사시킨 셈이다.
사실 제주국제자유도시 특별법 시행후 제주도는 외자유치에 가걸기를 해왔다고 해도 과언이 아니었다.
그러나 동원 가능한 인맥을 찾아 외자유치 설명회를 갖는 등 행정력을 집중했으나 의향서 교환의 의사타진으로만 끝나 실질적인 외자 투자는 한 건도 없는 실정이었다.
그렇기 때문에 이번 JID와의 투자 및 행정지원 협약서 체결은 제주도로서는 상당한 의미를 갖기에 충분하다.
제주도가 지향하는 국제자유도시 모델이 홍콩 등이고 이를 위해 이른바 ‘홍가포르 프로젝트’를 추진하는 현실에서 홍콩계 자본을 끌어들였다는 것은 그만큼 유의미한 것이기 때문이다.
이번 홍콩계 자본과의 관광관련 분야 외자 유치 성사는 중국을 겨냥한 관광객 유치전략과도 맞아 떨어지고 있다.
그렇기 때문에 제주도 당국은 이번 외자유치 성사과정을 잘 분석하여 유치자본 관리와 외자유치에 대한 노하우를 개발하여야 할 것이다.
그러나 아무리 외자가 급하고 필요하다고 해도 철저한 자본진단을 통해 진정성과 신뢰성을 확인해야 함은 물론이다.
또 외자라고 외국자본에만 매달릴 것이 아니라 국내 대형자본 유치에도 상응한 조건과 인센티브를 제공하여 국내 자본시장의 발판을 넓히도록 해야 할 것이다. 이것이 이번 외자 유치 성사가 주는 의미이기도 하다.
