Newspapers still possess enormous power

President Roh Moo?hyun said on 30th of May, “ Debate on the domestic newspapers crisis has been going on, but newspapers still have an enormous influence…A Systematic mechanism to curb newspaper’s power is called for and journalists’ ethics or restraint is very important.”

President Roh Moo?hyun was present at the opening ceremony of the 58th World Newspaper Congress and during his congratulatory address made the above remark, adding “great emphasis has been put on the protection of freedom of the press while systematic alternatives for readers to take control of the press or market mechanisms have not seen much progress.”  He also added, “It is the key to success of the press to upgrade the level of newspaper’s democracy and responsibility, even though the public are talking about the crisis facing the newspapers.”

Regarding a device to prevent the press abusing its power, the President proposed a democratic governance system for the press.  Concerning with the ownership system, the press will be eligible to monitor and criticize the society only if a reasonable inner structure guaranteeing the freedom and diversity of individual expression is founded.

노무현 대통령 30일 “신문의 위기가 논의되고 있지만 신문은 여전히 막강한 영향력을 갖고 있다” 면서 “이를 제어할 수 있는 제도적 장치와 언론인의 윤리적 자세나 절제가 매우 중요하다”고 밝혔다.
노대통령은 제 58차 세계신문협회 총회 개막식에 참석, 축사를 통해 “언론자유에 대한 보호는 강조되었지만 독자가 언론을 통제할 수 있는 제도적 대안이나 시장 메카니즘은 크게 발전하지 않고 있다”면서 이같이 말했다.

이어 “많은 사람들이 신문의 위기”를 얘기 하지만 신문의 민주성과 책임성을 한 단계 높이는 것이 성공의 열쇠일 것”이라고 했다.
노대통령은 언론권력 남용을 막기 위한 방안으로 언론의 민주적인 지배구조 확보 등을 제시했다. 소유구조 문제에 대해 “ 의사 표현의 자유와 다양성을 담보할 수 있는 합리적인 내부 구조를 갖추고 있을 때 신문은 우리 사회를 감시하고 비판할 자격이 있을 것”이라고 말했다.
